OREANDA-NEWS. On 27 February 2009 was announced, that as of January 1, 2009 the accounts due from population of the Far East in front of JSC “Far Eastern Generating Company” (JSC “FEGC”) for consumed heat power is nearly Roubles 1.7 bill. Only for the last year the Far Easterners, who received over a half of supplied by the energy company heat power, increased their debts for hot water and heating for Roubles 200 mil.

As stated at recent regular commission on sales activity of JSC “FEGC” the Deputy General Director Yegor KALENYUK, in condition of financial and economic crisis the management of the company strictly lead its policy of reduction of supply of heat power to payable demand: “how much the customer is ready to pay, so much the JSC “Far Eastern Generating Company” will be ready to supply”.

Over half billion Roubles owe today the citizens of Primoriye capital, Khabarovsk citizens owe  - “only” 385 million. At the same time in cumulative the population of Khabarovsky krai owes to energy company for heat one third more than Primoriye population – around a billion. Nearly three hundred million Roubles are the debts of citizen of Komsomolsk-on-Amur. If distribute this amount through all Komsomolsk inhabitants, it will be that everybody, young and old, have received “free of charge” from energy employees (without any consent from JSC “FEGC”) the heat for over one thousand Roubles.

The most alarm condition with payment for hot water and heating has happened in Amursk town of Khabarovsky krai. As of the beginning of 2009 the debts of small town with population of slightly over 40 thousand people reach amount of 200 million Roubles. For comparison, in Khabarovsk, where population is 12.5 time more than in Amursk, the debt for heat exceeds Amursk’s one less than in two times.

Not less alarming situation with payments of population for heat is happened in Neryungri and in Chulman settlement (Republic of Sakha (Yakutia). Here, as in other five constituent territories of the FEFD, JSC “Far Eastern Generating Company” stated its operation, related to centralized heat supply, two years ago. For real, Khabarovsky and Primorsky krais, Amurskaya and Jewish Autonomous oblasts are came to energy company together with all its debts for heat power. And in two above said Yakutian settlements started receiving hot water and heat from JSC “FEGC” from “clean sheet of paper”. For short two year period local citizens (all in all around eighty thousand people) could manage to accumulate over 120 million of debts.

It is fair to say that Yakutians are striving at if not to pay the debts, at least to give some guarantees of its returning. Such possibility is given by JSC “FEGC” to all wishing, concluding with debtors agreements for debt restructuring (installment payment of debts). But the citizens of Khabarovsky krai are very reluctant in even giving such kind of obligations.

The energy employees are stated with thanks the considerable improvement of payments for heat power in settlement Progress of Amurskaya oblast. Despite the fact that in this small settlement are comparatively hard to find job, and respectively, the constant income, the payment discipline of the population became rather high. The amount of debts of three hundred Roubles are considered here as “criminal” case.

In other settlement (already in Primoriye) Luchegorsk is visa versa. A year ago its citizens have paid not only current bills, but paying in advance. In 2008 the level of payments dropped down to at once for 15%, the debt increased up to nearly ten million. Especially in Luchegorsk had “distinguished themselves” the owners of garage cooperatives. They were nearly stopped paying for their garage cooperatives, using the fact that energy employees did not want people turned to be without winter food reserves, which stocked in garage cellars, and did not cut off the heat supply.

We should stress that energy company is not obliged to fulfill alien function to subsidize anybody with free of charge gigacalories of heat. “Far Eastern Generating Company” is a joint stock company. It is purchasing and deliver at own funds the fuel (expensive gas, fuel oil and coal) for its power stations and boiler shops, repair the CHPP’s equipment, renew the heat mains, in order to provide reliable power supply to bona fide customers.
