OREANDA-NEWS. March 17, 2009. The delegation of the FAS Russia leaded by Mikhail Evraev, the Head of the Department for Control over Public Procurements, visited Brussels (Belgium) for a discussion with the representatives of the European Commission on the issues of mutual interest in the sphere of control over public procurements, reported the press-centre of FAS Russia.

The representatives of the FAS Russia participated in the seminar organized within the framework of the TAIEX project "Technical Assistance Information Exchange Instrument" of the European Commission and devoted to the issues on organizing and holding of electronic tenders for public procurements.

The representatives of the Ministry of Economic Development of the Russian Federation, the General Directorate on Internal Market and Services of the European Commission, the member-states of the European Union and companies involved in developing software for holding of electronic tenders for public procurements took part in the seminar as well.

During the seminar the participants exchanged information on:

- the legal frameworks that regulate organization and holding of electronic tenders for public procurements;

- the tools applied to enhance transparency of the process of public procurements and informing of its participants;

- up-to-date software applied in electronic tenders in Russia and the EU member-states.

It should be noted that the basic results of the discussions during the seminar on the topical issues will be implemented in the FAS Russia' practice at the realization of public procurements in the future.

The representatives of the FAS Russia as a part of the official Russian delegation participated in the next round of the dialog between Russia and EU within the framework of implementation of point 1.2 of the Summary Action Plan of the Road Map of the Common Economic Space between Russia and EC in the part of the public procurements that envisages harmonization of Russia and EU legislation in this sphere.

During the negotiations on March 6th the parties discussed the last updates and innovations of Russia and EU legislation in the sphere of control over public procurements, the practice of its application and considered the most typical violations in this sphere.

The information of the General Directorate on the Internal Market of European Commission about the mechanism of removal of violations at public procurements as well as about elaboration of a directive regulating procedure of defence public procurement raised special interest of the Russian participants.

Some topical issues required further discussion will be considered during the next round of dialog, planned to be held in October, 2009 in Moscow.
