OREANDA-NEWS. On 20 March 2009 was announced, that as informed before, because of the uncoordinated actions of the power systems of Tajikistan and Uzbekistan since 26th of February, 2009 Kazakhstan IPS has gone out from a parallel mode for the purpose of stabilization of NPG operation. It was planned that a separate work of the power systems will remain up to seasonal moisture afflux and water storage in the region (second decade of April).

Transition to separate work from UPS of Central Asia promoted to renewal of Turkmen electric energy transit for Tajikistan. However, disbalance of electric energy production and consumption led to more frequent failures, frequency drop and energy-consumption constraints in the power systems of Tajikistan, Kyrgyzstan and Uzbekistan.

Taking into account the situation and the wishes Kazakhstan party has considered a possibility to come back to the parallel mode in compliance with the following conditions: electric pumpback, providing of regulation power, unhampered transit and keeping the schedule of electric energy consumption.

On 6th of March in Almaty there was a working meeting between the representatives of the ministries and the system operators of Kazakhstan, Uzbekistan, Kyrgyzstan and Tajikistan, and according to the results of this meeting there was taken a decision about restoration of parallel mode of Kazakhstan IPS with UPS of Central Asia.

As agreed, Tajikistan will receive from Turkmenistan and Uzbekistan about 20 mln. kW/h per day. The system operator of Tajikistan will conclude the contract with “KEGOC” JSC for rendering services on power control. It will allow for South zone of Kazakhstan IPS to receive about 200-250 MW in the peak-hours. Electric energy consumed over the plan “Barki Tochik” OAHK will return to Kazakhstan (“KEGOC” JSC) before June to the tune of 88.4 mln. kW/h.

“Uzbekenergo” SJSC in full will guarantee transit of electric energy to the period of contract between “Barki Tochik” OAHK and “Turkmenenergo” SPC, and also will provide electric energy flow from Tajikistan to Kazakhstan.

“Kyrgyzstan NPG” OJSC also will provide power control within the range of 100-150 MW and from 20th of April will start to compensate to “KEGOC” JSC the electric losses for January-March.

Moreover, at the forthcoming meeting of Coordination Power Council (CPC) of Central Asia the system operators of Uzbekistan and Kazakhstan will consider the question on conclusion of the contracts for rendering services on power control from 2005 to 2009.

The actions on restoration of parallel mode operation have been started on 7th of March, and from 01.31 (Astana time) on 11th of March UPS of Kazakhstan operates in parallel with IPS of Russia and UPS of Central Asia. In case of noncompliance with the obligations assumed, the system operator of Kazakhstan reserves the right to come back to the separate operating mode.
