OREANDA-NEWS. March 23, 2009. The Federal Antimonopoly Service (FAS Russia) found that the Federal Agency for Geodesy and Cartography violated the Federal Law "On State and Municipal Procurement of Goods, Works and Services" and issued a determination to eliminate the violations, reported the press-centre of FAS Russia.

The case was initiated upon a petition of "Dongeoinfomratika" Ltd. The petitioner stated that the Federal Agency for Geodesy and Cartography had violated the law in organizing a tender for carrying out topographic-and geodesic and cartographic works.

Having investigated the case, the FAS Russia’s Commission established that the tender documentation had set a recruitment that tender bids must include contract price calculations with justification of the rate of reduction of the initial price. The tender documentation also determined the importance of the criterion on the "quality of works and bidder’s qualifications" at 45% and specified the procedures for bid evaluation and comparison that did not allow proportional evaluation of the bids.

FAS Russia issued a determination to the Agency to cancel the Bids Opening Protocol, the Bids Consideration Protocol, and the Bids Evaluation and Comparison Protocol, and requested toe adjust the tender documentation in accordance with the Federal Law "On State Procurement…".
