OREANDA-NEWS. On March 24, 2009 The Government addressed the Verkhovna Rada Speaker, the parliamentary coalition and the President with a proposition to approve on March 31 of 2009 anti-crisis package of draft laws elaborated by the Government. The Premier of Ukraine Yulia Tymoshenko announced to the press conference.

The Head of Government accentuated endorsement of the second package of anti-recessionary draft laws will open the way for further cooperation with the International Monetary Fund. “These draft laws have been adjusted, coordinated with the world financial organizations,” Yulia Tymoshenko assured and added, the draft laws had been coordinated with the World Bank and the International Monetary Fund.

As the Prime Minister explained, the first of the draft laws is directed to raise of excise duty “for the goods that are harmful for health and have an excise duty significantly lower than in other world countries”. The second draft law determines raise of excise duty for tobacco goods.

Yulia Tymoshenko disclosed the Government is also planning to make changes and addenda to the State Budget with regards to balancing the financial plan of Naftogaz of Ukraine NJSC and budget of the Agrarian Fund. “We are trying to stimulate and stabilize the financial state of Naftogaz of Ukraine and to ensure holding of spring-field works and protecting of agrarians, when the banks fail to provide them with credits, through the Agrarian Fund,” the Head of Government stressed. According to the Prime Minister, one more draft law triggers introduction of fair, equal for everyone payments to the Pension Fund. 

In addition, Yulia Tymoshenko informed on behalf of the Government she would address the Verkhovna Rada Speaker with a proposition to invite to a Parliament’s sitting ambassadors of European countries and G8 “to make this process public and give us a chance to demonstrate the will of Ukraine to implementation of anti-crisis measures”.
