OREANDA-NEWS. April 06, 2009. 1. The National Bank of Azerbaijan Republic announces an open tender for acquiring Automated HR System. The tender procedure will be held on June, 02nd, 2009 at 15:00 in the administrative building of the National Bank of Azerbaijan Republic (32, R.Behbudov str., Baku, Azerbaijan), reported the press-centre of National Bank of Azerbaijan.

2. Bidders must apply the following documents to participate in tender:

- an official letter of participation;

- bank reference about the payment of participation fee in the tender;

- the properly asserted copies of legal documents confirming the legal status of the bidder (charter, certificate of State registration etc.);

- the document authorizing person who has the right to sign tender proposal and Procurement contract;

- bank reference about the financial status of the Bidder for the last 1 (one) year;

- Reference from relevant tax organs of Azerbaijan Republic about non-existance of previous taxes and other obligatory payments exceeding payment period (required for foreign bidders);

- Two original copies of tender proposal written in Azerbaijan language (the proposal is to be in force until July16, 2009);

- Bank guarantee paper -1 (one) % of the tender proposal cost (in the form included into RFP);

- Confirmation about existence of technical service center in Baku;

- The document providing contacts of at least 2 (two) Clients (names, addresses, phone numbers) and also information about at least 2 (two) projects held within last 5 (five) years with requirements similar to those determined by the National Bank of Azerbaijan;

- The document that confirms having at least 2 (two) certified specialists on the proposed system and appliances;

- Present MAF (Manufacturer Authorization Form).

3. The Bidder must be juristically and financially independent company which has been in business at least for 3 (three) years;

4. The bidder must submit tender proposal and bank guarantee of the tender proposal until June, 01st, 2009, 18:00 in sealed, signed form and in double envelopes to the administrative building of the National Bank of Azerbaijan Republic (32, R.Behbudov str., Baku, Azerbaijan). Bidders submitting the above-mentioned documents later than deadline will not participate in the tender procedure and documents will be send back without opening;

5. For participation in the tender Bidders must pay 1000 (one thousand) manats fee to the account of the National Bank of Azerbaijan Republic: National Bank of Azerbaijan Republic, account № 0170690001944, code 501004, TPIN 9900071001, Payment systems and calculations department of National Bank;

6. Foreign bidders can pay participation fee in USD based on NBA official exchange rate on the payment day to the written below account:

7. The implementation period of an Automation Human Resources System: within 18 (eighteen) months from the date the tender Procurement contract signed;

8. The evaluation will be on basis of criteria such as price, system functionality, hardware specification and analogical project experience;
