Dear MOL shareholders,
On 9 April 2009 Surgutneftegas completed the acquisition of shares representing a 21,2 percent interest in MOL Oil and Gas Pic.

On the completion date, and on multiple occasions thereafter, we declared our interest in the sustainable development of MOL and our willingness to build a mutually beneficial and long-term partnership on the basis of synergies between the strong positions of both companies in the best interests of all shareholders.

We have several times demonstrated our readiness for an open and constructive dialogue with MOL's management and we proposed to hold meetings and discussions at which we could clarify our views and intentions. To date, unfortunately, our efforts have been largely ignored.

Moreover, while we satisfied timely all necessary requirements to be included into the shareholder register of the company, for unknown reasons, Surgutneftegas has been excluded from participating as a shareholder in today's annual general meeting, thereby once again preventing us from explaining to MOL's management and to you, its shareholders, our intentions and hopes for future cooperation.

We would like to publicly reconfirm through this message our ongoing willingness to establish a dialogue with the company's management in our pursuit of a mutually beneficial partnership.

Yours faithfully,
Vladimir Bogdanov
General Director
