OREANDA-NEWS. May 13, 2009. Scientific and technical council of IDGC of North-West approved “List of electrical products with manufacturing defects revealed during operation”.

The Department for Operation and Repair of IDGC of North-West was charged to direct the list to branches of the company up to the end of May to use during implementation of purchasing.

During the period from 2000 to 2008, energy systems currently entering the structure of IDGC of North-West registered 53 cases of new equipment incapacitation on the ground of manufacturing defects. At certain types of equipment, cases of manufacturing defects are wide-scale.

“To minimize risks of unsound electrical production purchase, it’s necessary to collect and systemize information on revelation of manufacturing defects regularly with drawing up an appropriate list,” considers Oleg Anfimov, the Head of the Department for Technical Supervision of IDGC of North-West.

According to decision of Scientific and technical council, the Department for Technical Supervision together with the Department for Operation and Repair under the executive body of IDGC of North-West were given the task to carry on analysis of cases of new equipment failure for timely list amendment. The Department for Operation and Repair under the executive body is to correct the list at least once a year according to the data received.

As Oleg Anfimov noted, the idea of making “black lists” is not a new one. Many companies work out such documents for internal use. “It is necessary to work out the list and treat such suppliers and producers quite carefully,” he said.

Moreover, the Head of the Department for Technical Supervision considers it necessary to work out guarantee conditions in purchase and sale contracts more definitely and to use the Civil Code of the Russian Federation (Articles 469-477 of the RF CC) and the Law “On Protection of Consumer’s Rights” actively while laying claims to unfair manufacturers.
