OREANDA-NEWS. On 15 May 2009 COMSTAR – United TeleSystems (COMSTAR-UTS, LSE: CMST), the leading supplier of integrated telecommunication solutions in Russia and the CIS, announced that Arseniy Brykin has been appointed to the position of Government Relations Director.

This position was introduced in 2008 to enhance efficiency of COMSTAR-UTS in its co-operation with governmental authorities, including federal and regional executive authorities, State Duma, Russian Union of Manufacturers and Entrepreneurs, Chamber of Commerce and Industry, and public associations. Government Relations Director reports to the President of the company. Previously, position of Government Relations Director was occupied by Vladislav Vasin.

Experience gained by Arseniy Brykin will enable us to promote this line of activity even further.”

Arseniy Brykin was born in Murom in 1978. He has two higher educations: in science and economy. He graduated from Vladimir State University. He is a Candidate of Technical Sciences.

Mr. Brykin started his professional activity in 2000 as a senior electronic engineer in Sberbank of the RF. I

n 2003-2004, he headed the planning and economic department of Murom Engineering Plant. I

n 2004, he started his work in the Russian Ministry of Industry and Energy (Minpromenergo), where he consistently changed several positions (senior specialist of the department for industrial policy in processing industries of the Department of Industry, leading consultant, leading advisor, deputy department head, department head) up to 2008.

Starting from 2006, he acted as an assistant deputy Minister of Industry and Energy of the Russian Federation, following which he was transferred to the position of an assistant deputy Minister of Industry and Commerce of the Russian Federation.
