OREANDA-NEWS. On May 25, 2009 the Federal Antimonopoly Service (FAS Russia) found that the Head of the Serpukhov District Authority (Moscow region) violated Parts 1 and 3 Article 15 of the Federal Law "On Protection of Competition", reported the press-centre of FAS Russia.

The Head of the Serpukhov District Authority (Moscow region) violated the law by approving a normative legal act - No.524 resolution of the Head of the Town Authority of 31st March 2008 "On Approving the Regulations on Funeral Business and on Procedures for Maintaining Burial Places (Cemeteries) in Serpukhov". This normative legal act leads to restricting competition on the market of unreal services and assigns the functions and rights of a local self-government body to an economic entity.

Upon ascertaining the fact of violation, FAS Russia issued a determination to the Head of municipality on stopping the antimonopoly violation by abolishing the above normative legal act.

FAS Russia also found that the Serpukhov Town Authority (Moscow region) and the "Central District Hospital" Municipal Health Care Institution violated Article 16 of the Federal Law "On Protection of Competition" by engaging in concerted actions that lead to restricting competition on the market of funeral services in Serpukhov.

FAS Russia issued determinations to the Serpukhov Town Authority and the "Central District Hospital" Municipal Health Care Institution on stopping the antimonopoly violations.

At the same time FAS Russia terminated the proceedings against The Head of the Serpukhov District Authority, Moscow region, due to voluntary elimination of the violation.
