OREANDA-NEWS.  On 04 June was announced, that Following a petition of "Pharm-Syntez", the Federal Antimonopoly Service (FAS Russia) investigated antimonopoly violations in forming the lots for the open auctions for governmental contracts for supplying medicines.

According to the official data of Roszdravnadzor (the Federal Service for Control of Health Care and Social Development), pharmaceutical forms of "concentrate for solution for infusions" and "lyophilizate for solution for infusions" for the medicine with a generic name "Zoledronic acid" are substitutes because they contain the same amount of active ingredient (4 mg), with equivalent bioavailability and the same method of administration.

Pharmaceutical forms of "microsphere for suspension for intramuscular injection" and "lyophilizate for suspension for intramuscular injection" for the medicine with a generic name "Octreotide" also are substitutes and constitute pharmaceutical forms of octreotide with prolonged effect.

Therefore, not including the pharmaceutical form of lyophilizate for medicines with generic names "Zoledronic acid" or "Octreotide" in the technical assignments for the auctions is contrary to the law and is aimed at limiting competitive field in organising open auctions for governmental (municipal) contracts for supplying medicines. Reference to the absence of such pharmaceutical forms as lyophilizate for the medicines with generic names "Zoledronic acid" or "Octreotide" in the List of Medicines, which are dispensed on a doctor's or paramedic's prescription providing additional free medical assistance to specific categories of patients who have the right for governmental social aid, cannot constitute the grounds for rejecting the auction bid.

FAS Russia recommends its regional offices to use this information to control compliance with the antimonopoly legislation with regard to the formation of the lots for the open auctions for governmental contracts for supplying medicines with generic names "Zoledronic acid" or "Octreotide" for state or municipal needs.
