OREANDA-NEWS. June 17, 2009. The Federal Antimonopoly Service (FAS Russia) found that "Avianeft" CJSC violated Part 1 Article 10 of the Federal Law "On Protection of Competition", reported the press-centre of FAS Russia. 

"Aeroflot - Russian Airlines" OJSC asked "Avianeft" CJSC to provide possibility of self-supplies of the company's own fuel for fuelling Aeroflot aircrafts in Kaliningrad airport. The cost of Aeroflot fuel would be lower than the cost of fuel provided by "Avianeft" CJSC. However, "Avianeft" CJSC did not allow "Aeroflot - Russian Airlines" OJSC to ship in it own fuel.

"Avianeft" CJSC explained the refusal by absence of a license for aviation fuel storage services. However, those operations are not subject to licensing. At the same time, when "Avianeft" CJSC supplied aviation fuel to "Aeroflot - Russian Airlines" OJSC and simultaneously offered the services for providing aviation fuel (which also included fuel storage services), such problems did not take place.

The FAS Russia's Commission found that "Avianeft" CJSC violated Part 1 Article 10 of the Federal Law "On Protection of Competition" by preventing exit from the market of integrated services (supplying fuel and offering services for providing aviation fuel), and preventing separate entry to the aviation fuel markets and to the market of the services for providing aviation fuel. Those actions infringed the interests of "Aeroflot - Russian Airlines" OJSC and restricted competition on the market of air transportation.
