On 29 June 2009 was announced, that Comstar – United Telesystems (JSC Comstar-UTS, LSE: CMST), the largest integrated telecommunications provider in Russia and the CIS, took part in the conference "Mobile broadband WiMAX networks in Russia. First experience in deployment and operating", organized by publishing Group ComNews on June 25, 2009 in Moscow. Oleg Belov, Head of wireless networks section of JSC COMSTAR-UTS represented his report “JSC COMSTAR-UTS experience in constructing and operating WiMAX network” at the conference.

The main theme of the conference was telecom operators experience in deployment and launching of telecommunication networks based on mobile WiMAX technology in large cities. Participants of the conference discussed a wide range of questions relating to construction and development of mobile WiMAX networks, business opportunities provided by this wireless broadband access technology, and they also considered key indicators of WiMAX usage efficiency. The conference was attended by top managers of companies that provide services based on WiMAX, and also by representatives of specialized international organization WiMAX-Forum.

In his report, Oleg Belov described the backgrounds for construction of WiMAX networks in Moscow: "The main feature of Moscow region is the mass demand for laptops, at the moment there are more than 700 ths. owners of laptops. As the rule, demand for laptops means necessity in the use of PC under the conditions of permanent traveling. More than 40% of laptops owners are subscribers of broadband Internet access services, provided by the Group of companies COMSTAR under STREAM and MGTS brands. Basic user requirements are high speed of data transmission, connection quality, reasonable prices". These are the very backgrounds that were used in organization of WiMAX services provided by COMSTAR. In addition to that availability of the certified equipment on the RF market facilitated the implementation of WiMAX. Besides, Oleg Belov described basic principles, realized by COMSTAR-UTS specialists, and told about the equipment that was used by COMSTAR-UTS in construction of WiMAX network, scheme of the network organization, dynamics of its development, optimization and services, introduced on WiMAX network.

In the final part of his report, Oleg Belov described the specialized software – Connection Manager that makes it possible to unite all the services provided by the company to the single telecommunication environment. With the help of the given software there will be a seamless switching of subscriber from wireless Internet via Wi-Fi access, that traditionally used by subscribers at home or in a cafe, provided with xDSL-connection, to mobile Internet access via WiMAX technology, when subscriber is outside buildings.
