OREANDA-NEWS. On 06 July 2009 was announced, that Dorogomilovsky District Court of Moscow sentenced  two frauds who attempted to sell stolen insurance policies to the clients of Ingosstrakh IJSC. The court applied part 3 of article 30 and part 3 of article 159 of the Criminal Code of Russia – attempted fraud, i.e. stealing of property by fraud by a conspiring group of persons.

Yu.M. Kunakov (born in 1984) worked from September 12, 2006, till September 22, 2008, as an economist of the 2nd category  of the Direct Sales Section, Comprehensive Insurance Department  of Ingosstrakh IJSC. In September 2008, he was fired after it became known that he hadn‘t returned cash received for policies to the payment office of Ingosstrakh . Later, it was found that while he worked for the Company, Kunakov stole several empty insurance policies of Ingosstrakh, so that later he could fill them in and sell. To commit this crime, he conspired with an  accomplice, V.S. Fomenko (born in 1981) who presented himself as Ingosstrakh’s agent and visited clients of Ingosstrakh IJSC to prolong motor insurance contracts for cars bought on credit, under hull insurance programs and compulsory motor TPL insurance.  He was paid insurance premium and provided clients with forged documents. Kunakov promised to pay Fomenko 20% of insurance premium for each transaction. 

From November 2008,  watchful clients had been informing Ingosstrakh IJSC that unknown persons  offered to prolong previously signed motor insurance contracts. This information was immediately submitted to the Department of Information Analysis and Protection of the Company and to the Internal Affairs Department of the Western Administrative District of Moscow.  Following this, on December 9, 2008, law enforcement officers  made a sample purchase and detained the frauds. 

It became known that the policy data didn’t go into the information system of Ingosstrakh IJSC, and the frauds asked twice the price for the policies. Besides, if an insured accident happened, Ingosstrakh IJSC would pay compensation under invalid policy. The company settles losses in case of damage or hijacking of vehicles even if the client hasn’t paid for the policy, provided the policy was printed  by Gosznak and has logotypes and stamps of Ingosstrakh IJSC. This means, that in case insured accidents occurred, the Company would loose over half a million Roubles because of fraud.

The court sentenced V.S. Fomenko to two years and six months in penal colony, Yu.M. Kunakov - to 3 years. On June 15, 2009, the frauds were  placed under arrest in the court room.
