On 08 July 2009 Southern Telecommunications Company (UTK [(RTS: KUBN, KUBNP; MICEX: UTEL, UTELP; ADR OTC: STJSY, KUE FRA)], the largest fixed-line telecom operator in the Southern Federal District of Russia, announced that on the basis of an Order by the General Director of the Company, Vyacheslav Evgenievich Kozelsky was appointed deputy director of finance and economics (CFO) of UTK.

Vyacheslav Evgenievich Kozelsky was born on February 1974 in the city of Leningrad.  In 1996 he graduated from the St. Petersburg University of Economics and Finances.

From 1996 to 2000 he worked as an economist, a class-1 economist, head of the financial department of Petersburg Telephone Network, Saint Petersburg.  From 2000-2001 he was the head of the investor public relations department of Svyazinvest.  From 2001-2002 Mr. Kozelsky was head of the financial and research department and financial director of Central Telegraph, Moscow.  From 2002-2007 he was deputy CFO and deputy general director of business development, economics and finance at Central Telegraph, Moscow.  From 2007 until present he held the position of first deputy general director of Central Telegraph, Moscow. 

Vyacheslav Kozelsky has extensive experience in the area of business finance.  He will be charge of issues related to budget and investment policy, financial activity and debt obligations, and developing the Company’s securities market as well as liquidity management.
