OREANDA-NEWS. July 09, 2009. FAS Russia is strengthening its control over enforcement of Nos. 118, 119, and 334 Decrees of the Government of the Russian Federation that introduced significant changes to the procedures for technological connection. Those changes are aimed at reducing the costs and simplifying the procedures of technological connection of the facilities that belong to small and medium business, reported the press-centre of FAS Russia.

In particular, the Decrees establish that:

1.1. Payment for technological connection of the facilities with capacity not exceeding 15 kW inclusive (including earlier connected capacity in this connection point), regardless of availability or absence of technical possibilities, is determined on the basis of the costs of technological connection and shall be no more than 550 Rubles.

1.2. When connecting facilities for small and medium business, with capacity higher than 15 kW to 100 kW inclusive (including earlier connected capacity in this connection point), payment for technological connection can be made in installments within up to three years from the date of actual connection, with 5% of the payment for technological connection as the advance payment, without interest.

FAS Russia instructed its regional offices to check the decisions of the regional tariff bodies on the payment for technological connection to ensure their compliance with the Decrees of the Government of the Russian Federation.

FAS Russia also recommended its regional offices to pay special attention to the actions of network companies in terms of their compliance with the established procedures when providing technological connection and observing the rights of small and medium business for paying in installments for technological connection of the facilities with capacity higher than 15 kW to 100 kW inclusive.
