On 13 July 2009 was announced, that The share of the value-added tax in the total revenues of the consolidated budget of Belarus increased 4.3 percentage points in January-May 2009 to 23.9% because of the reduction in exports, First Deputy Tax Minister Vasily Kamenko told a news conference.

“We have seen a decrease in VAT refund; most of the tax is paid by the entities that work on the domestic market,” Kamenko said.

The share of personal income tax in the consolidated budget revenues increased 3.1 percentage points in the first five months to 14%, and the rise in the share of legalized incomes played its role, according to Kamenko [whereas the share of “cash in envelopes” decreased].

The share of the profit tax has declined 2.8 percentage points to 13%, he added.

The share of excise-based revenues went down 0.4 of a percentage point to 10.1% of consolidated budget revenues. The decrease is attributed to a reduction in deliveries of alcohol and tobacco goods to the official retail network early this year. The situation will improve soon, according to Kamenko.

Taxes account for 82% of all consolidated budget revenues now, he said.
