OREANDA-NEWS. July 13, 2009. The Federal Antimonopoly Service (FAS Russia) imposed a fine upon the "Federal Grid Company of the Unified Energy Systems of Russia" OJSC for failure to eliminate antimonopoly violations within the designated period, reported the press-centre of FAS Russia.

On 9th December 2008, FAS Russia found that "FSK EES" OJSC violated Part 1 Article 10 of the Federal Law "On Protection of Competition". Actions undertaken by the company in providing technological connection of an oil pumping station at No.3 oil pipeline segment of the Baltic Pipeline System 2 to electric grid of a branch of "FSK EES" OJSC (Мain Energy System of North-West) infringed the interests of "MN" Druzhba" OJSC, a subsidiary of "AK Transneft" OJSC.

Based on its decision, the FAS Russia's Commission issued a determination to "FSK EES" OJSC to eliminate the antimonopoly violation. The company was also requested to present the documents confirming execution of the determination to the Antimonopoly Service by 10th February 2009.

After the deadline, FAS Russia examined the documents presented by "FSK EES" OJSC and concluded that the determination had not been executed.

Failure to execute within the designated period a determination issued by an antimonopoly body constitutes a violation of Article 51 of the Federal Law "On Protection of Competition". Administrative liability for violating Article 51 is specified in the Code on Administrative Violations. "FSK EES" OJSC was fined 300,000 Rubles.
