OREANDA-NEWS. On 15 July 2009 was announced, that by decision of the Board of Directors of Central Telegraph, which held a meeting, Igor Viktorovich was appointed as the new general director of the Company.  He will begin to exercise his official duties on July 2, 2009.

The new appointment is due to the challenges associated with the upcoming restructuring of Svyazinvest, during which Central Telegraph has been assigned a major role.  Central Telegraph is one of the companies controlled by Svyazinvest and ranks as one of the leading telecom operators in the Moscow region, providing the most advanced telecommunications services to households and legal entities.  The company’s subscribers have access to high-speed Internet, intellectual digital telephony, interactive digital television services, and packaged solutions on the most advantageous terms, including “turn-key offices” for legal entities.

Igor Viktorovich Zabolotny has more than 20 years of experience in the telecommunications industry.  He made his way up the corporate ladder to the position of general director. For more than seven years – from 1997 to 2004 – Igor Zabolotny worked at companies which are controlled by Svyazinvest in top management positions.

The professional experience of Igor Zabolotny, in the opinion of members of the Board of Directors of Central Telegraph, is necessary in order to solve the new tasks assigned to the company in the context of the holding’s restructuring.

Biographical data:

Igor Viktorovich Zabolotny was born on June 26, 1967 in Moscow.  In 1993 he graduated from the Moscow Technical University for Telecommunications and Data Processing with a major in telecommunications engineering.

In 1994 he earned a second university degree at the All-Russian Institute for Industrial Property and Innovations with a specialty in the patents business.

In 2005 he was awarded a Master’s of Business Administration (MBA) degree from the Academy of the National Economy attached to the government of the Russian Federation.  He is a correspondent member of the Academy of Telecommunications and Data Processing, acting member of the International Academy for Quality of Telecommunications. From 1997-1999 he worked as executive director or long-distance operator Rostelecom, which is part of Svyazinvest.  From 1999-2002 he was executive director of Svyazinvest holding.  From 2002-2004 he was general director of Far East Telecom. From the beginning of 2005 until July 2007 he was the deputy general director for business development at state unitary enterprise Cosmic Telecom.  In August 2007 he was named deputy general director of Inter-Regional TransitTelecom (MTT).  On January 11, 2008 he was appointed acting general director of MTT.  In June 2008 he held the position of general director of Inter-Regional TransitTelecom.  On October 6, 2008 he left MTT.  On July 2, 2009 he was appointed general director of Central Telegraph.
