OREANDA-NEWS. On 23 July 2009 OAO ARMADA (MICEX, RTS: ARMD) announced it had won a tender and successfully launched the first stage of a unified integrated information system for medical and social expertise institutions. The project is part of the federal complex program “Social Support for the Disabled” with a budget of RUB 4.22bn for 2006—2010. The system was ordered by the Federal Medical and Biological Agency of Russia.

In the second quarter of 2009, ARMADA won an open tender staged by the Federal Medical and Biological Agency of Russia for the implementation of a unified integrated information system for medical and social expertise institutions. The system was developed and implemented in the country’s first specialized institution for disabled people, which is functioning based on the “one-stop principle,” i.e. the Krasnoyarsk medical and social expertise bureau.’ Health and Social Development Minister of Russia Tatyana Golikova marked the successful launch of the project’s first stage at the center’s opening ceremony on July 10, 2009. This system has made it possible to substantially reduce the time it takes to prepare the documents and go through the procedures necessary to receive rehabilitation products and services. Now, instead of 2—3 months, it takes only 5—7 days.

ARMADA fulfilled the contract for the provision of IT services and elaboration on proposals aimed at the modernization of the legislative base for interdepartmental information exchange. Relative contracts were signed at the regional level between federal medical and social expertise institutions, executive bodies of the Social Security Fund of Russia, prosthetic and orthopedic companies, and other institutions providing social support and rehabilitation to disabled people. The signed contracts made it possible to integrate the information systems of these organizations with each other. A call center was set up in cooperation with the Synterra company to assist the disabled with problems they face.

There is also the idea of sharing this experience on the federal scale. In particular, 12 more regions of Russia may open similar medical and social expertise centers in 2010, and in 2011 such centers may appear in all regions of Russia, thus bringing their total number to around 1,500.

“Creating IT solutions that serve the needs of the government is a strategic task for ARMADA. In my opinion, the most important aspect in the project is that the government entrusted a commercial company to build a complex interdepartmental information exchange solution. This demonstrates the government’s sincere eagerness to improve the efficiency of providing state services in Russia and the great potential that the market has for us here," said ARMADA CEO Alexei Kuzovkin.
