OREANDA-NEWS. July 29, 2009. Head of the Presidential Administration A. Musin, Prime Minister K. Massimov, First Deputy Prime Minister U. Shukeev, Deputy Prime Minister E.  Orynbaev, Deputy Prime Minister S. Akhmetov and Assistant to the President K. Bishimbaev took part in the meeting, reported the Official website akorda.kz.

The President was informed on the main results of the Government's  implementation of the anti-crisis program, "Road map" and industrial development in the first half of 2009.

Despite the impact of global economic recession, Kazakhstan's economy has grown by 3% in the II quarter of this year.

This was made possible by raising the level of "Kazakh content" in various sectors of the economy.

Due to government measures the financial and banking sectors were stabilized. The growth of deposits in the Kazakhstan banks amounted to 34%, lending the economy has grown by 18%.

The gross external debt declined by almost 25% in the first half of the year.

Much work is being done by the Government to support the farmers. This year in the framework of the Program to support agro-industrial complex the sown areas under the main cultures were increased at the expense of the public funding. That allows to expect the fall harvest at 14-15 million tons of grain.

To support small and medium-sized business the state and local budget allocated 127 billion tenge, 2.5 thousand projects are implemented, about 4 thousand jobs are created. A new concept of development of small and medium-sized business in the years 2010-2014 is currently under consideration. The Head of state also signed the Law "On amendments and additions to some legislative acts of the Republic of Kazakhstan on matters of private business", which aims to take additional measures to foster entrepreneurship, including streamlining the auditing business by
public bodies.

Much attention is paid to the implementation of the Strategy of Employment, for which 191 billion tenge has been earmarked. Tripartite memorandum between the Government, local authorities and large employers is strictly respected. This will significantly reduce unemployment, especially among young people. 4773 projects are implemented and 319
thousand jobs created.

The positive trend is also observed in the field of construction and implementation of infrastructure projects, housing and communal services.

The Head of State as a whole gave a positive assessment of the Government's work. While noting positive trends in socio-economic development of the country, the President gave a number of specific assignments for the implementation of anti-crisis measures in priority
sectors of the economy.

- Despite the difficulties, we have been able to maintain the economy's macroeconomic performance in the mode of administration. However, we need to keep the finger on the pulse, not to relax and be ready for all the reverses of the crisis - Nursultan Nazarbayev stressed.

The meeting also touched upon the issues on development of Kazakhstan's healthcare. Health Minister Zh. Doskaliev reported to the Head of State about the measures taken by the Ministry to prevent the spread of influenza virus A/N1H1 in the territory of Kazakhstan.

In addition, the problems of reforming the national healthcare system and development of the national medicine holding in Astana were discussed at the meeting.
