OREANDA-NEWS. September 03, 2009. The 12th Meeting of the Headquarters on joint investigations of violations of the antimonopoly legislation in CIS countries (Headquarters) was held in Kazan, reported the press-centre of FAS Russia.

The representatives of the Competition Authorities of the CIS countries, Bar and Economists Association for competition development in the territory of the CIS countries as well as Non-Commercial Partnership “Assistance to Competition Development” participated in the Meeting.

Within the frameworks of this Headquarters Meeting the following issues were discussed:

- information about the investigations process in the passengers air travel market:

- recommendations on introducing amendments to the legal framework for regulation of selection method and access of national airlines to the international routs in the CIS countries:

- the results of the analysis of the international roaming connection market through mobile telephone communication.

The participants of the Headquarters Meeting discussed and fully approved the draft Report “On the condition of competition in the markets of international telephony of the CIS countries", prepared by the FAS Russia on the basis of the results of investigation conducted by the Headquarters.

The Report gives information about the telecommunication operators’ performance regulation in the CIS countries, results of analysis of the international communication market in the CIS countries, information about the most noticeable cases on violation of the competition legislation in the telecommunication markets of the CIS countries.

The Report also contains the analysis of the EU experience in the telecommunication operators’ performance regulation, as well as the major directions of the competition policy in the field of telecommunications both on the national level of European countries and EU level.

The Report provides recommendations on the competition development in the international telecommunication markets of the CIS countries that were elaborated on the basis of the results of conducted investigations.

The next Headquarters Meeting is scheduled for October 2009.
