OREANDA-NEWS. September 15, 2009. FAS Russia has spoken in favour of preserving quota allocation for meat import. The antimonopoly authority forwarded its proposal to the Government of the Russian Federation and the Russian Ministry of Economic Development, reported the press-centre of FAS Russia.

FAS Russia suggests that 85% of the quotas should be allocated between participants of foreign economic activity prorated to their import in 2009, and 15% should be sold through an exchange.

According to FAS Russia, the auctions should observe the conditions, aimed at preventing buy-outs of the quotas by large organizations that possess considerable financial resources. FAS Russia emphasizes the need to provide small and medium-size companies possibilities for participating in the auctions.

The antimonopoly authority proposes that the government should use the proceeds from the auctions to support Russian agricultural producers.

In the FAS Russia's opinion, selling some quotas through auctions will provide possibilities for new participants of foreign economic relations to enter the market and to increase the share of market incumbents on the basis of market mechanisms.

Control of import of poultry, beef and pork for in 2010-2012 is being actively discussed due to expiration of No.732 Decree of the Government of the Russian Federation of 5th December 2005 "On the import of beef, pork and poultry in 2006-2009".
