OREANDA-NEWS. September 17, 2009. A visiting meeting of A.G. Khloponin, the Governor of the Krasnoyarsk Region, on issue of preparation of the regional energy objects and housing and communal household enterprises for operation during the 2009-2010 heating season is to take place on 11 September at the Krasnoyarsk CHP-1. The Krasnoyarsk CHP-1 was chosen for implementation of the meeting as one of the largest heat electric stations of the region. Prosperity of a significant segment of the right bank of Krasnoyarsk city depends on stability of operation of the station.

General Director of JSC “Yenisei TGC (TGC-13)” Evgeniy Zhadovets notices that preparation to the 2009-2010 heating season is being carried out according to the schedule regime. Annual repair campaign of the Company will be completed on time and fully. Forming of fuel buffet is being carried out advanced. As of 1 September 2009, actual fuel reserves at stations of the Yenisei TGC exceeded the coal plan by 22.6% and masout plan by 85.2%.

By today, summer repair works are close to completion at all 8 electric stations of the energy Company located in the Krasnoyarsk region and Khakass, and heating systems of Krasnoyarsk as well. Main amount of works is to be completed by beginning of the heating season. Separate current repairs do not interrupt flowing of the heating season and will finish up to 15 November. By this time, the Company plans to get the Readiness Certificate regarding operation during the autumn and winter period.

As for today, the Company’s annual repair program has been 75% completed. Repairs planned for the non-heating season are 90% carried out. It perfectly meets the schedule. A full amount of capital and middle-scale repairs planned for the summer period has been carried out at all CHP, GRES and heating systems of the Company.

Special attention was paid to heating systems of the regional center in the 2009 repair program. Amount of completed works on repair of boiling departments, heating units, pipelines at the “Heating System” branch is more than 70% from the annual plan. At the same time, the plan for transposition of heating systems is more than 80% completed. The remaining works completion date is prior to beginning of the heating season.

Up to beginning of the 2009-2010 heating season, works on examination of technical state of pipelines of heating systems with a 25-years and a longer durability began in 2008 are to be finished. Even in the last heating season this work provided for positive results as amount of heating systems damages in Krasnoyarsk decreased.

Another 130 km of heating systems were tested this year. Thus, total length of tested pipelines is 250 km. As a result of examination of the last year, large-scale works on replacement of heating systems at Michurina Street, Matrosova Street, and Krasnoyarsky Rabochiy Prospect Street have been carried out.

Reconstruction of Gorodskoy and Vostochny heating heat output at the Krasnoyarsk CHP-1 began in 2008 is coming to an end. Works on replacement of the above-ground part of pipeline allowed for increasing of reliability of supply of consumers living at the right bank in last year.

Among the most important projects on reconstruction and technical re-equipment implemented this year, are the following ones: completion of reconstruction of the energy unit No.7 at the Nazarovo GRES; reconstruction of heating unit at the Kansk CHP for provision of heat supply of inhabitants of Solnechny microdistrict; reconstruction of delivered water pipeline with installation of peal hot water heaters at the Abakan CHP. At the regional center, one can mention reconstruction of the boiler unit No.9 at the Krasnoyarsk CHP-1.

Moreover, realization of one of priority investment projects of the Company was completed as well. Installation of a new 12 MWt turbine at the Kansk CHP instead of put out of operation depreciated 5 MWt turbine is planned.

Total complex of implemented measures allows for hope for stable operation during the heating season.

The only serious complication under preparation for winter is non-payment for heat power by consumers of the Krasnoyarsk region. As of 1 September, debt for consumed heat is RUR 1.3 billion. Main debtors remain housing organizations of the Krasnoyarsk region.
