OREANDA-NEWS. October 07, 2009. The Office of the Federal Antimonopoly Service in the Yaroslavl Region (OFAS Russia) fined the "Russian Post Office" Federal State Unitary Enterprise more than лее 8 million Rubles for abusing dominant position, reported the press-centre of FAS Russia.

"The amount of fine is 1% of the proceeds gained by selling the goods in the market of the services for postal communications within the boundaries of Yaroslavl in the last year", said Natalia Sibrikova, the Head of the Yaroslavl OFAS Russia.

Earlier the Yaroslavl OFAS Russia found that the "Russian Post Office" Federal State Unitary Enterprise violated Part 1 Article 10 of the Federal Law "On Protection of Competition" (abusing dominant position in the goods market).

The "Russian Post Office" Federal State Unitary Enterprise violated the law by fixing inconvenient and shortened working hours - from 11 a.m. to 3 p.m. without a lunch break, with day off on Sunday, and reducing the range of services provided by No.35 post office branch of the "Russian Post Office" Federal State Unitary Enterprise. The Yaroslavl OFAS Russia established that the branch did not accept and send correspondence but only distributed pensions and letters forwarded to the branch.

If an economic entity with dominant position on the goods market, whose 35% share of the market of particular goods is less that 35%, exercised actions that are recognised as abusing dominant position and are forbidden by the antimonopoly legislation of the Russian Federation, it is punishable by an administrative fine upon officials - from 15,000 to 20,000 Rubles; to legal persons - from 300,000 to 1million Rubles.
