OREANDA-NEWS. October 21, 2009. Kazakhstan’s Prime Minister Karim Massimov arrived in the Kazakh city of Chymkent from Beijing where he had participated in the extended sitting of SCO Council of Heads of Governments. The Prime Minister tallied results of his visit to China in an interview, reported the Official website government.kz.

“First of all, we signed an agreemnt to construct Beineu-Bozoi gas pipeline to link Western Kazakhstan to Southern Kazakhstan. This decision will ensure gas supplies to the South of the country. It is an issue of energy security. And the Chinese Government is providing financial resources to have the gas pipeline constructed within a shortest possible time. I belive this decision will have an effect for the whole energy policy in the region”.

“Secondly, we have reached principal agreement on purchase of the controlling stake in MangystauMunaiGaz by the KazMunaiGaz National O&G Company. To further ensure energy security and bring President Nazarbayev’s instructions to life, one more company will come under the state control. We are moving to stable supplies of both oil and gas to meet domestic demand”.

“The third decision is to expand capacities of the current Kazakh-China oil pipeline from 10 to 20 million tons. We are diversifying hydrocarbons export routes”.

“Besides, we signed agreements for China to co-finance in partnership with KazMunaiGaz an asphalt-making plant in the Western Kazakhstan. It is a concrete step towards diversification. Apart from that, all procedures have been finalyzed to allocate extra USD 5 billion to support diversification efforts. The first USD 5 billion will be wired to Samruk-Kazyna National Sovereign Fund as early as next week and will be channeled to finance industrial development projects”.
