OREANDA-NEWS. November 02, 2009. As the press-service of the ministry has informed, this document was discussed during the meeting of the working group on business regulation. The plan was developed by the Ministry of Economy, after careful analysis of many difficulties and challenges faced by the local entrepreneurs. In this regard, a number of several concrete proposals to improve the business climate in 15 areas, such as: construction, initiation of business, licensing, food safety, government regulation of prices, transport, etc were made.

The Plan identified necessary legislative changes to be made in order to eliminate the dual control in construction. As regards licensing, it was proposed to revise the list of the licensed activities. During export of the bottled wine it was recommended to exclude a provision on the mandatory application of the "State trademark" from the existing legislation.

It was also proposed to liberalize export of ferrous and nonferrous metals. In the fiscal area it is provided to reduce the VAT rate and optimize the procedure of VAT return for export. The measures, provided by the plan, are scheduled to be implemented in late 2009 -2010.
