According to RusRating positive factors include leading market positions in Moscow, good asset quality, high profitability, low debt level, stable cash flows, and positive corporate governance.

Potentially destabilizing factors include dependence on state regulation of fees, possible decline in corporate revenues, and high competition in some segments of the telecommunications sector in Moscow.

Comstar-United TeleSystems (Comstar) is a private Russian company, one of the largest telecommunications companies in Russia. It is part of the AFK Sistema Group.  Comstar offers a wide range of telecommunication and integrated solutions for corporate and private clients.  The Comstar group includes Comstar-OTS, regional subsidiaries, Moscow City Telecommunications, and STREAM-TV.
