OREANDA-NEWS. November 05, 2009. The system operator of the Unified Power System (UPS) of Kazakhstan (KEGOC JSC) has intention to initiate and agree with the Government of the Republic of Kazakhstan on withdrawal from the parallel operation within IPS of Central Asia in case unauthorized energy takeoff continues and other IPS participants will not take appropriate measures.

Significant deviation of net power flow across the boarder of Kazakhstan UPS and Central Asia IPS has been occurring since the beginning of October 2009 caused by unbalanced operation of Tajik electric power system. As of today from the beginning of October the non-contractual net power flow is over 100 mln. kWh. This volume was covered at the expense of Kyrgyz electricity supplied for UPS of Kazakhstan.

"Barki Tojik" OJSHC imposes heavy constraints for its own consumers while the power plants remain underloaded and the issue of electricity transit from Turkmenistan through Uzbekistan remains open. Besides, according to “Energiya” Coordinating Dispatch Centre the facts of non-performance of operational commands of the superior dispatch centre became more frequent on the part of Tajikistan electric power system, which violates the parallel operation principles of the current interstate regulations and agreements.

For instance, on October 14, 2009, the excessive power demand of 500 MW during the night peak load, overloaded the North-South transit above the maximum admissible level (1700 MW) increasing the risk of intersystem fault with possible blackout of the significant part of consumers in Kazakhstan and Central Asia. In case of North-South transit disconnection the constraints will reach 1900 MW followed by possible cascade fault development in UPS of Kazakhstan and UPS of Russia.

KEGOC (System Operator) took measures to reduce non-contractual consumption and the risk of North-South transit disconnection. From October 25, 2009 only South Kazakhstan Oblast and Zhambyl Oblast have been involved in parallel operation within IPS of Central Asia, where frequency reaches inadmissibly low level 49.2 Hz during peak demand.

If the abovementioned issues in IPS of Central Asia remains unsolved, the System Operator is ready to initiate and perform complete withdrawal of UPS of Kazakhstan from the parallel operation within Interconnected Power System of Central Asia to ensure high-quality and reliable electric power supply for Kazakhstani consumers, which shall reduce the risks of emergency situations and undersupply of energy.
