On October 27th, 2009, an Extraordinary General Shareholders’ Meeting (EGM) of FGC UES was held; the agenda of the Meeting was to elect the Chairman of the Company’s Management Board. As a result of the EGM, Mr. Oleg Mikhailovich Budargin was elected Chairman of FGC UES’ Management Board.

Oleg Mikhailovich Budargin was born November 16th, 1960 in the settlement of Kluchi in the Ust-Kamchatka district of the Kamchatka Region of Russia. In 1982, he graduated with distinction from the Norilsk Industrial Institute, specializing in industrial and civil construction. From 1984 to 1995, he worked at the production, construction and installation complex of Norilskstroy, the Promstroy Trust of the Norilsk Mining and Smelting Complex (NGMK), in the capital construction division of NGMK and also as deputy general director of NGMK. From 2000 to 2002, Mr. Budargin served as Mayor of the City of Norilsk. From 2003-2006, he was the Governor of the Taimyr (Dolgano-Nenetskiy) Autonomous Region (as of January 1st, 2007, the Taimyr Autonomous Region has been incorporated as part of the unified Krasnoyarsk Region). From 2007 to July 2009, Mr. Budargin served as an assistant to the plenipotentiary representative of the Russian President in the Siberian Federal Region, responsible for the realization of large state investment projects. He was awarded the Order of Honor, medal of the “Order of Merit for Russia of the Second Degree.” Mr. Budargin has also entered the “Top 100” of the Management Reserve under the patronage of the President of Russia.

On July 11th, 2009, FGC UES’ Board of Directors appointed Mr. Budargin to serve as Acting Chairman of the Management Board of FGC UES. According to FGC UES’ Charter a resolution on the appointment of the Chairman of the Management Board must be adopted by a General Meeting of the Company’s Shareholders. On September 17th, 2009, the Board of Directors of FGC UES adopted a resolution to convene an Extraordinary General Shareholders’ Meeting of to elect the Chairman of the Company’s Management Board. The resolution also nominated the candidacy of Oleg Mikhailovich Budargin for this position.
