OREANDA-NEWS. November 23, 2009. President Gurbanguly Berdimuhamedov chaired a regular meeting of the Cabinet of Minister to review the priority aspects of the current domestic and foreign policies and the important issues of the social, economic and cultural development of the country. 

Opening the meeting the Turkmen leader noted that the important agenda items included the tasks relating to construction of facilities and buildings in 2010 and the large-scale construction projects launched in the country.

The President gave the floor to Speaker of the Mejlis A. Nurberdyeva, who reported on the work carried out by the parliamentarians to update the national legislation and the preparations for a regular session of the Mejlis of the fourth convocation.

Focusing on the significant importance of the issues put on the agenda of the fourth parliamentary session including the adoption of the 2010 State budget the Turkmen leader that this financial document was the main instrument for achieving the goals of the large-scale social and economic programmes aimed at increasing the welfare of its citizens.

Head of the Department of State Protocol and International Relations of the President’s Office B. Myatiev reported on the preparations of the Turkmen leader’s official visit to the Italian Republic, which was scheduled for the third decade of November.

Declaring Turkmenistan’s commitment to wide international cooperation the Turkmen leader focused on the importance of the coming Turkmen-Italian summit talks aimed at bringing intergovernmental partnership up to a qualitatively new level in compliance with its potential. Gurbanguly Berdimuhamedov noted that the meetings with the Italian businessmen, which would take place during the visit, would allow identifying the key fields for intensifying mutually advantageous business contacts. Gurbanguly Berdimuhamedov said that this visit would be an important step to further expand the Turkmenistan-EU dialogue that had been considerably intensified in recent years.

Vice Premier M. Yazmuhammedova reported on the preparations for the coming holidays – Kurban Bayram, Harvest Day, Neutrality Day and Good Neighbourliness Day.

Noting that December was rich in the remarkable events and significant dates Gurbanguly Berdimuhamedov demanded that the high level of organisation of these celebrations be ensured. The President approved the festive programmes in whole, the Turkmen leader instructed the relevant high-ranking officials to take the necessary measures so that the Turkmen people would celebrate the holidays in a good mood.

Vice Premier T. Japarov reported on the state of affairs in the sector sunder his supervision.

Focusing on the issues of implementing the important social and economic programmes and projects aimed at guaranteeing the high standards of living of Turkmen citizens the President demanded that strict control be taken of the fulfillment of the designated tasks.

Vice Premier H. Muhammedov reported on the state of affairs in the sectors under his supervision and the preparations for the December celebrations.

Demanding that the Vice Premier take strict control of the issues relating to the activity and development of the sectors under his supervision, the Turkmen leader focused on the need to thoroughly prepare for the coming festivities including the festive trade fairs.

Vice Premier B. Hojamuhammedov reported on the progress in construction of oil and gas facilities.

Focusing on the importance of the fuel and energy sector in the national economy the Turkmen leader said that putting the new industrial facilities into operation would contribute to strengthening the material and technical base of the fuel and energy sector that would enable to implement the profound potential of the industry. In this regard Gurbanguly Berdimuhamedov said that cooperation with the leading foreign companies, the aspects of which were under discussion at the international gas and oil forum that had spotlighted the willingness of the world business community to establish long-term partnership with Turkmenistan, opened up the vast opportunities great for collaboration with leading foreign companies.

Vice Premier N. Shagulyev reported on work done to further modernize the communication and telecommunications sector.

Emphasizing that developing the sector through widely adopting advanced technologies was a priority aspect of Turkmenistan’s national policy, Gurbanguly Berdimuhamedov focused on the need to intensify the work to achieve this goal.

Vice Premier H. Saparlyev reported on the state of affairs in the sector under his supervision and noted that the material and technical base of the education and health care systems, sport and tourism was significantly enhanced as a result of the presidential reforms.

Commenting on the report Gurbanguly Berdimuhamedov touched upon the development of the physical culture and sport movement in the country and the preparations for the Sport Games – the first nationwide sporting competitions in the epoch of New Revival. Gurbanguly Berdimuhamedov said that the most responsible approach must be taken to bringing up the physically strong, spiritually rich, diligent young generation of the Turkmen people and to create the favourable conditions for our athletes so that they could represent the Motherland in the international competitions in a proper manner and his victories enhanced Turkmenistan’s prestige. Instructing the relevant high-ranking officials to ensure the high level of organisation of the 2010 Sport Games the Turkmen leader said that the Government would continue attaching significance to strengthening and propagating the health lifestyle in the Turkmen society that underlay the national mentality from ancient times.

Vice Premier M. Akmammedov reported on the results of the visit paid to Rome (the Italian Republic) on the instructions of the President of Turkmenistan to take part in the World Summit on Food Security organized by the Food and Agriculture Organization (FAO). The Vice Premier reported on the preparations for the CIS Agricultural Forum, which would be conducted in Ashgabat on 25-27 November and invited the Turkmen leader to attend the international forum. M. Akmammedov reported on the progress in the agricultural campaigns.

Commenting on the report the Turkmen leader emphasized that Turkmenistan attached primary importance to intensifying the fruitful dialogue with the UN and its agencies in such an important segment of the economy as the agro-industry sector. Touching upon the forthcoming agricultural forum in Ashgabat, the Turkmen leader underscored the importance of this event and expressed belief that it would foster the development of mutually advantageous cooperation in various sectors of the agro-industry sector with the CIS member states. In this regard the President demanded that the relevant high-ranking officials ensure the high level of organisation of this important international event.

Vice Premier D. Orazov reported on the construction programme for 2010 and the progress in construction of facilities and buildings throughout the country.

Secretary of the National Security Council of Turkmenistan, Minister of Defense J. Berdyev reported on the work to draft the Decree on the establishment of the jubilee medals to honour the 65th anniversary of the victory in the 1941-1945Great Patriotic War.

Endorsing the draft document the Turkmen leader said that this glorious date would be celebrated solemnly in Turkmenistan, where heroism of the valiant defenders of the Motherland was esteemed and revered.

Summing up the records President Gurbanguly Berdimuhamedov put emphasis on the tasks set to the ministries and departments acting as building owners and said that they must take strict control of the quality of construction work and pay primary attention to large-scale construction launched in the country.

Informing of the plans for 2010 the Turkmen leader said that in accordance with the 2010State Budget of Turkmenistan the country over 240 facilities amounted to US\\$ 12 billion would be constructed throughout the country.

The President said that allocating the substantial funds for construction the Government would demand the compliance with international standards and the quality of construction works from designers and construction companies.

The newly constructed buildings of ministries and agencies, universities, apartment houses, kindergartens should have different architectural design and adorn the towns and villages.

The Turkmen leader said that the strict demands would be set to the quality of projects and construction works in the capital. The unique beauty of the white-marble capital had won many hearts and new buildings should make its appearance more original.

In this context, the President gave instructions to the relevant high-ranking officials to conduct the tender for the best urban development project and the strict demands should be made to the quality and design of newly constructed buildings and the compliance with the period of construction. Thus, through achieving the urban development programme the capital of independent neutral Turkmenistan would become one of the most beautiful cities of the world with unique architecture.

Then Gurbanguly Berdimuhamedov reviewed the new construction projects.

These projects included the social facilities such as high-rise and low rise apartment houses, shopping and consumer services centres, libraries, museums, cinema centres, stadiums, schools and kindergartens, university buildings, new office buildings of the ministries and departments, hotels, reconstruction of the fountains in the parks and public gardens of the capital. Along with new facilities and building in Ashgabat, the construction projects would be launched in all the regions of the country including social and industrial facilities such as cotton spinning mills, textile and carpet factories, cement works, electric power plants and highway bridges on the main intercity highways of the country.

These projects have been grouped by sectors and presented by the Vice Premiers to the President, who reported in details on the importance of future new buildings for fulfilling the social and economic tasks set by the Turkmen leader to the sectoral ministries and departments.

Upon reviewing the projects the Turkmen leader emphasized that buildings and facilities under construction should have the unique architectural design combining the modern stylistic features and oriental elements typical of Turkmen art of building and provided the remarks and suggestions on the particular projects. In conclusion Gurbanguly Berdimuhamedov wished those present every success in their work for the happiness and prosperity of the Motherland.
