OREANDA-NEWS. November 25, 2009. The Commission met to discuss ways to implement more effectively projects in the five priority modernisation and technological development areas: energy efficiency and saving, nuclear, space, medical and strategic information technology. 

The President said it is essential to guarantee support for projects at every stage of the full innovation cycle. During the start-up phase projects need access to venture financing and loans. During the second stage they should have the possibility of using resources of special funds and federal targeted programmes, and the resources allocated through the Russian Academy of Sciences’ research programmes. In the final phase, tested inventions and patented new technology ready for commercialisation should receive the support of major development institutions such as VEB [Vnesheconombank], RUSNANO, the Investment Fund, technology incubation zones and technology parks.     

Mr Medvedev called for closer coordination between all the different organisations involved in financing investment projects approved by the Commission and also noted the need to take care that financing is not duplicated.

Coordinating the different development institutions’ activities was also discussed at the meeting.

The Commission held this meeting, the sixth so far, at Lomonosov Moscow State University. Before the meeting began the President saw in operation the university’s new supercomputer, which has peak productivity of 414 teraflops and was launched this year. It holds 12th place in the November ranking of the world’s 500 most powerful supercomputers.
