OREANDA-NEWS. December 08, 2009. Justice.kg-2009 Forum, held in Bishkek, was dedicated to the promotion of quality legal aid to the public. The forum was organized by the National Law Corporation in partnership with the Kyrgyz State Law Academy and the Civil Initiative on Internet Policy Public Foundation, reported the press-centre of IBC.

The meeting was attended by the country's leading lawyers, notaries, patent attorneys, representatives and heads of law firms and law schools, legal NGOs and international organizationsThe forum discussed copyright in the Internet, the pluses and minuses of e-commerce, the transition to digital television and other topical issues in contemporary law.

Lawyers Aisulu Chubarova and Omurgul Ballanova from Kalikova & Associates law firm (IBC member) were experts at the forum.

The Association for the Protection of Intellectual Property considers that existing legislation does not allow effective protection copyright on intellectual property. The norms of the Criminal Code regarding piracy and plagiarism do not work, believes the Association. Cases of copyright infringement should be handled by the state. Currently, copyright infringers can bear only the administrative responsibility.

However, this point of view is not supported by deputies of Jogorku Kenesh (the Parliament), who decided not to create a separate law on the Internet, but to amend the existing laws. Deputy Alisher Sabirov said that the Parliament decided to make some changes to the existing legal framework, for example, in the laws “On the media”, “On communication” and other documents. They will prevent the spread of online pornography, foul language, and incitement to violence, explained Sabirov.

In general, the Internet is developing actively in Kyrgyzstan. According to studies, Kyrgyzstan ranked first among the Central Asian countries by the number of Internet users.

Deputy Chairperson of KyrgyzCredit Bank (IBC member), Svetlana Ni, made a presentation on the new bank service. Internet banking makes it possible to manage bank accounts anywhere in the world without leaving the workplace.

Svetlana Ni told the participants in the forum about the benefits of Internet banking. First, it significantly saves client’s time, as there is no need to visit the bank. Secondly, the customer can check the status of his/her bank account at any time of day.

With Internet banking, the client can perform operations on information services, for example, obtain information on the available cash balance and cash flow for the bank account. In addition, a client can make transfers to accounts of other clients of the bank, pay for utilities and telecommunication services.

The meeting also hosted a presentation of "Justice.kg” handbook published by the National Law Corporation. The handbook contains comprehensive information about law firms, lawyers, arbitrators, and notaries who work in public offices, private companies, nonprofit organizations and international projects  in Kyrgyzstan.
