OREANDA-NEWS. December 11, 2009. The document was presented during the working meeting attended by 30 representatives of business associations. As the executive director of IDIS "Viitorul" Igor Munteanu noted, recent months, the business environment have participated in the work of three working groups and identified most affected areas of the national economy and possible solutions reflected in the document "National Business Guide of Moldova-2009”.

In their declaration, the leaders of business associations in Moldova offered the government a number of urgent actions and measures to optimize the current tax system and expressed the desire for maximum facilitation of the tax reports in order to ensure adequate conditions for promotion of import-export operations.

The urgent measures to be taken by the government also include: abolition of regulations, impeding economic agents activity, introduction of the single income tax for individuals, increasing the amount of non-taxable income up to the level of the minimum living wage; modification of legislation for imposing sanctions for non-payment of taxes and pensions, elimination of administrative barriers that create preconditions for disloyal competition; change in the mode of administrating payment of excise taxes on the exported products and cancellation of VAT on imports of the production equipment.

The participants of the meeting stressed that their main objective is to facilitate tax administration. "We want the tax to be paid after business earns money-, "the leaders of business associations said. In his turn, Valeriu Lazar stressed that in the context of economic crisis, the introduction of many structural reforms at the same time is inexpedient. According to him, the previous economic model, mainly based on imports should be changed by means of adoption of compromise decisions taken by the government in collaboration with business community. The Minister expressed intention to initiate and facilitate effective communication process between the government and the business environment.

The “National Business Guide-2009” represents combination of business consultations and search of solutions, which should encourage private initiative.
