OREANDA-NEWS. December 22, 2009. The session of Regulatory Dialog on public procurement issues was organized within the frameworks of the Consolidated Action Plan on Realization of the Road Map of the Common Economic Space between Russia and the EU, reported the press-centre of FAS Russia.

This dialog is aimed at improvement and harmonization of regulation principles for formation of transparent and competitive public procurement systems, cooperation and exchange of experience in creation and use of public procurement tenders databases and determination of rules and conditions of mutual access to these databases.

The representatives of the Ministry of Economic Development and the FAS Russia from the Russian side and representatives of the Direction General on Internal Market and Services of the European Commission from the European side participated in the Dialog.

At the meeting the parties informed each other about recent developments in Russian and European public procurement regimes.

In particular, the representatives of the FAS Russia informed the European colleagues about the most perspective direction in the field of public procurement - open auctions in electronic format, holding of which will contribute to cartels fighting; budget founds savings as well as elimination of bid-rigging. The representatives of the European Commission made a presentation about the legal framework for public-private partnership. More detailed discussion of this question was included in the draft agenda for the next session of the Dialog planned for April 2010.

Besides, during the meeting the issues of preferences granting to the national producers when placing the public procurements under the conditions of the global financial crisis as well as the issue of ensuring the transparency of natural monopolies and state companies with private ownership during the public procurement placement were discussed.

It is important to note that the join work of Russia and the EU within the frameworks of this Dialog contributes to elimination of discrimination and increase in transparency of public procurement placement on the territory of the Russian Federation and the European Union.
