OREANDA-NEWS. December 24, 2009. Federal Customs Service delegation headed by Head of the Russian FCS Andrei Belyaninov paid official visit to the Socialist Republic of Vietnam and held negotiations with Head of the General Department of Vietnam Customs Le Manh Hung.

Deputy Head of the Russian FCS Igor Zavrazhnov held negotiations with his Vietnamese colleagues on the development of customs cooperation between law-enforcement bodies of Russian and Vietnamese customs services. 

The Parties stressed upon the necessity of prompt signing the intergovernmental Russian-Vietnamese agreement on customs cooperation, which has been developed for several years. Representatives of the Federal Customs Service submitted the project of the agreement, and proposed to sign it in 2010.

It is supposed first of all to develop cooperation in such fields as customs statistic data exchange, advance information exchange, cooperation in the field of control over customs value, training and upgrading skills of customs staff. Therefore it is suggested to sign an interdepartmental memorandum on customs statistic data exchange, as well as a memorandum on efficient information exchange, characterizing customs value of goods, and also a protocol on the organization of advance customs information exchange.

Representatives of the Federal Customs Service acceded to the General Department of Vietnam Customs’s request to train and upgrade skills of Vietnamese customs personnel at the Russian Customs Academy and its branches, giving detailed information on current admission regulations for foreign students.

Russian delegates visited a sea port in the province of Quang Ninh. They got acquainted with the technologies and procedures of customs clearance of containers, transported from Vietnam to Russian ports among others. Head of the Russian FCS Andrei Belyaninov proposed Vietnamese customs officers, working at the ports to visit Russian customs offices in order to exchange experience in customs clearance and customs control over shippings.
