The Ministry reports that the consultant is drawn for the purpose of work under the guidance of project director and will be responsible for efficiency of procurement, works and services, for translation of appropriate documents in compliance with coordinated procurement plan, and WB procurement directives. The consultant will work closely with the project director, procurement and other specialists.

Criteria for claimants: perfect written and oral knowledge of Azeri and English languages, university degree in a relevant field (engineering, economics, law, state procurement), at least one-year experience in the area of procurement, experience of work in projects of WB and other international organizations.

The consultant’s work period is three years with a possibility of contract extension.

The CAP/SAP Agreement put into force on 19 December 2008 will be realized for four years.

The Project is the last stage of reforms in system of accounting system in Azerbaijan launched in 2003. The first stage of reforms (improvement of standard and legal base relating to accounting0 is under completion. The second stage of reform is introduction of standards for commercial and non-commercial companies. The project realization will allow creation of Accounting & Audit Centre under the Ministry of Finance to train accountants and auditors of non-banking institutions.

The Project goal is to increase transparency of financial reporting in state and corporate sectors.
CAP/SAP comprises four components – corporate sector accountability; public sector accountability; establishment of a centre for professional accountancy training, education and research; and project management.

Within the component it is expected to improve the functions of audit regulation, including strengthening of organization structure of the Chamber of Auditors of Azerbaijan.

As a whole, it will be improved system of external audit, creation of programme of certification of accountants, auditors and holding of trainings.

Earlier the Azerbaijan Ministry of Finance conducted selection of candidates for the following positions of the project management unit (PIU): project director, financial officer, procurement officer, monitoring and evaluation officer, and office manager/secretary.

The project start was scheduled originally for the end of 2008.

The project agreement was signed in Baku by finance minister Samir Sharifov of Azerbaijan and WB country manager for Azerbaijan Gregory T.Jedrzeiczak on September 26.

CAP/SAP Project is an accounting project in corporate and state sector focusing on introduction of national standards in accordance with International Financial Reporting Standards (IFRS) in Azerbaijan endorsed by WBG Board of Directors on Mach 27, 2008.

Under the signed agreement, the Project budget totals USD 24 million to be covered by Azerbaijan (USD8 million), a USD 11 million WBG loan on the International Development Association (IDA) standards (for 35-year period with 10-year grace term under 0.75% per annum), a USD 3 million Japanese government’s grant, and a USD 2 million grant of Switzerland’s State Secretariat for Economic Affairs (SECO).

By the present Azerbaijan has prepared 28 national standards for commercial sector. There are 35 IFRS/ISA standards applied around the world.

Switching to IFRS in Azerbaijani state sector was started on 1 January 2008.
