OREANDA-NEWS. April 15, 2010. A switch to high-quality information provision of national aims is the task set for Kazakhstan for the short-term prospect. This is why officials from the Republic’s audit committee believe that the introduction of key indices will be a new tool assessing the effectiveness of the use of budget money. An INTOSAI task force chaired by the Accounts Chamber of Russia is assisting in the development of corresponding indices in the economic, ecological and social sphere. This international organisation unties 180 chief financial controller offices from nations from all over the world.

Sergei Stepashin, Chairman, Accounts Chamber of Russia:

- We inspect the effectiveness of the use of the budget money which shows the effectiveness of the financial and economic bodies and the government as well. Indices are required to assess how effectively the government is operating.

A system of key national indices has been developed on the basis of analysis of the country’s leading programme documents.

Omarkhan Oksikbayev, chairman, Audit Committee for control over execution of republican budget:

- On the basis of this system, we have defined an aggregate index showing the growth and it is sensitive to each of the national indices separately as it demonstrates the rate and the status of the government development issues.

A new instrument controlling budget money is topical for the formation of the Customs Union of Belarus, Kazakhstan and Russia. This is a common market with 170 million consumers and a total GDP of around two trillion US dollars.
