OREANDA-NEWS. April 27, 2010. All-Russian meeting “On results of the autumn and winter period passing by the constituent entities of power industry for 2009-2010 and objectives for the coming autumn and winter period of 2010-2011 years” will take place in Moscow in the Ministry of power of Russia.

The participants of the All-Russian meeting will discuss a wide spectre of issues providing a close interaction of all the constituent entities of power industry by the fulfillment of objectives which they face, will pay a special attention to the existing problems and ways of their solution. It results from the subject of reports which are declared at the conference and speakers who will speak by the topical issues of preparation and passing of winter”. 

Deputy Chairman of the Administration of RF Igor Sechin and Chairman of Committee of City Duma by power Yuri Lipatov will speak before the meeting’s participant’s with an opening remark. Minister of power Sergey Shmatko will represent report “On the main results of the autumn and winter period passing for 2009-2010, the objectives for the coming autumn and winter period of 2010-2011”. 

The maximum of load in the autumn and winter period of 2009-2010 amounted to 150 thousand megawatt. (The historical maximum in UES of Russia was fixed in 1990 – 156, 3 thousand megawatt). The expected volume of power consumption in 2010 will amount to 989, 2 billion kilowatt-hour and it’s by 2, 6% more than the figure of the crisis 2009th year.  

In 2009 in terms of the crisis situation in economics the government preserved the course for liberalization of power and it’s in principle important for the establishment of long-term conditions of investments attraction in the sector. New mechanisms of power regulation and attraction of investments for the strategic perspective are introduced. For the “liberalized” part of power – the long-term market of capacity (LMC), for the regulated part of the power sector - the return on invested capital method – RAB.

(Referentially:  the wear of equipment in grids of UNPG amounts to 40%, DGC – 60%).

The market of system services in the power sector and the system of perspective programs and development schemes of the power sector are introduced. 
- The main goal is a renewal and transfer of the power sector to the new technological level, -  said Deputy minister of power Andrey Shishkin speaking on April 1 at the All-Russian meeting of the Federal Tariff Service.   
The topical problems of the power sector demanding regulatory decisions in the Ministry of power are: the cross-subsidization, “the last mile” problems, non-payments of consumers.

In the framework of the All-Russian meeting the Ministry of power expects a speech of Chief of the Federal Tariff Service Sergey Novikov who will represent a report “Regulatory decisions and offers by the adjustment of the regulatory and legal framework in the power sector”, a report “Antimonopoly regulation and control in the power sector” of Deputy Chief of FAS Anatoly Golomolzin.
The problems of non-payments will be also discussed by the meeting’s participants. Yuri Zhelyabovsky, the Chairman of the Board of NP “Guaranteeing producers and power marketing companies” will represent the position of guaranteeing producers. The topic of his report is “Financial discipline”.
 
Director General of the company Nicolay Shvets will report the results of passing the autumn and winter period by the electric grid organizations of JSC “Holding IDGC”. IDGC of the North-West is represented by Director General of the company Alexander Kukhmai, Director of branch “Kolenergo” Sergey Gubich and Director of branch “Pskovenergo” Alexander Timofeev.
