OREANDA-NEWS. April 28, 2010. The Federal Antimonopoly Service (FAS Russia) initiated a case against the Federal Service for Alcohol Market Regulation of (Rosalcoholregulirovanie) for the signs of violating Part 1 Article 15 of the Federal Law "On Protection of Competition", reported the press-centre of FAS Russia.

FAS Russia received a petition of "Vinograph" Ltd. against actions of Rosalcoholregulirovanie that refused to grant "Vinograph" Ltd. a license for purchase, storage and supply of alcohol products.

Investigating the petition, FAS Russia established that "Vinograph" Ltd. presented a complete package of documents to Rosalcoholregulirovanie, required for the license for purchase, storage and supply of alcohol products.

At the same time, Rosalcoholregulirovanie requested additional documents and put forward requirements that are not provided for by No.171-FZ Federal Law "On State Regulations of Production and Circulation of Ethanol, and Alcohol-Containing Products" of 22nd November 1995 and the Administrative Regulations of the Federal Tax Service for execution of the government function for licensing activities towards production and circulation of ethanol and alcohol-containing products in accordance with the laws of the Russian Federation, approved by No.111n Order of the Russian Ministry of Finances of 10th October 2008.

FAS Russia suspects that actions of Rosalcoholregulirovanie have signs of violating the antimonopoly law.

The case will be heard on 28th April 2010.
