OREANDA-NEWS. June 08, 2010. The seminar on the selected issues of property law took place in Ashgabat. The forum is organized by the Ministry of Foreign Affairs of Turkmenistan, the Turkmen National Institute for Democracy and Human Rights under the President of Turkmenistan and the office of the German Society for Technical Cooperation (GTZ). The international legal experts from Germany Rolf Kniper, Jorg Pudelka and Lado Chanturia were invited to take part in the meeting.

The representatives of the Mejlis, the Ministry of Foreign Affairs, the Turkmen National Institute for Democracy and Human Rights, the Institute of State and Law under the President of Turkmenistan, the Ministry of Justice, the Supreme Court, the State notary public office, the Bar Association, Magtymguly Turkmen State University, the Institute of International Relations under the Ministry of Foreign Affairs of Turkmenistan and the members of the working group for preparing the commentaries to the Civil Code of Turkmenistan took part in the seminar organized under the GTZ Regional Programme “Support for Legal and Judicial Reforms in Central Asian Countries”.

Those speaking said that the priority goals of the Turkmen state included modernizing the legal foundation of the Turkmen state and bringing national laws in compliance with the universally recognized norms of international law. The large-scale comprehensive programme aimed at reforming the regulatory framework in the country had been launched on the initiative of the Turkmen leader.

To ensure the successfully implementation of this programme the President of Turkmenistan issued the Resolution on the establishment of the State Commission for improving the legislation of Turkmenistan in November 2007. The key tasks set to the Commission included monitoring the regulatory framework and preparing the proposals for incorporating international law norms in the national legislation.

In this regard the seminar participants focused on the role of cooperation of Turkmen legal specialists with the international organisations and foreign experts in the legal sector and called for further enhancing this constructive dialogue.

The legal aspects of the exercise of the property right that was the essential property law in the management sphere were considered during the forum. In particular, the presentations on the conception and practical importance of the institution of property, acquisition and termination of property rights, limited property rights and their peculiarities, property rights in the Constitution based on the analysis of the legislative acts of Turkmenistan regulating the relevant issues were made during the seminar.

After completing the seminar the participants received the certificates.
