OREANDA-NEWS. July 29, 2010. Government funding of the State Fund for Youth Housing Assistance should be increased tenfold - from 20 million to 200 million UAH per year. Head of the State Fund for Youth Housing Assistance Leonid Rysuhin considers so.

At the briefing in the Cabinet of Ministers of Ukraine the Head of the Fund noted that the relevant proposals for a significant increase of general fund of the State budget the Fund has already submitted to the Government. These funds, he said, should be foreseen in the State budget for 2011.

Leonid Rysuhin stressed that these funds should encourage investment from other sources. According to him such additional sources the Fund sees at least three. First, this is issuing bonds by the Fund on the state guarantees in order to attract non-budget funds. "We believe that in 2011 we could attract up to 500 million UAH in such a way", stressed the Head of the Fund.

Secondly, underlined Leonid Rysuhin, it is local budgets: "This year we are providing loans through this source worth 49.5 million UAH. However, if some institutions of local government in several regions allocate from 6 to 10 mln UAH for the program, other regions allocate no more 400-500 thousand UAH. "In this regard, I want to stress to know all the young families, the distribution of state aid between regions is a stimulating and are directly dependent on the amount of funds available at the local level", said Leonid Rysuhin.

The third additional source – assets of enterprises, large and medium corporations. Thus the Head added that the positive experience of attracting such funds has Zaporizhya region. "This experience, we intend to extend to all regions of Ukraine in order to attract additional funds to implement programs for the youth housing", he said.

Leonid Rysuhin also stressed that the Fund is actively involved in the process of improving of the housing assistance mechanism for Ukrainian citizens, primarily for young families. "At the initiative of some MPs, we return to the issue of feasibility of a law adoption on the Provision of housing for the youth, which has already been adopted in the first reading in 2008.

In addition, the Fund will intensify cooperation with the Ukrainian Association Ukrmolodzhytlo, "which has always been a generator of innovative ideas for youth housing. "We want to combine the efforts of public and state institutions in the implementation of state housing policy", Leonid Rysuhin said and added that to this end, in early autumn would be held an issue-related round table.
