OREANDA-NEWS. August 03, 2010. Customs express shipping clearance procedures needs radical simplification. This Deputy Prime Minister SerhiyTigipko said during a meeting with representatives of express carriers and customs management.

During the meeting they discussed ways to resolve problems that hinder the work of the international postal operators. In particular, due to a complex and controversial legislation, day after day, only 23% of express shipments issued are made quickly. To out-process an even small package, one has to obtain a large number of permits, which often leads to delaying clearance of three to ten days what is inadmissible in express-mail. Customs Service of Ukraine has drafted the necessary decisions on release from the mandatory provision of permits for international express shipments that are not subject to taxation and registration of such international express shipments consolidated based on the registry.

SerhiyTigipko is convinced that the relevant regulations aimed at deregulation are to be adopted in the near future: "mailings of less than 200 Euros and weighing up to 50 kg should not be taxed and are to be out-processed freely, the day of accept. In addition, the Vice Prime Minister believes that we must stop all express-mail check-outs, as the international practice establishes the selective testing when no more than 5% of shipments is inspected. Radical simplification of customs clearance could only be possible after the adoption of a new version of the Customs Code of Ukraine, which is under the Parliament consideration more than two years.

SerhiyTigipko believes that one of the priorities is the completion and adoption by the Verkhovna Rada of the new version of the Customs Code of Ukraine, which will drastically simplify the customs procedures.
