OREANDA-NEWS. August 11, 2010. President Gurbanguly Berdimuhamedov held a working meeting chaired a working meeting to review the progress in implementing projects in the construction, energy and industrial sectors and the ways to develop further these industries.

Vice Premiers T. Japarov and D. Orazov, the heads of the ministries and departments under their supervision and Ashgabat Khyakim Sh. Durdylyev were invited to the meeting.

Vice Premier T. Japarov reported on the progress in implementing capital investments allocated by the Government to implement the strategic economic programmes including the national programme on the development of rural areas and rural infrastructure initiated by the Turkmen leader. Underscoring the consistent high economic indicators maintained since the beginning of the current year, the Vice Premier reported on the timely measures taken to finance ongoing work in the country including construction of roads and improvement of relevant infrastructure and the implementation of the budget by the particular government institutions.

Ashgabat Khyakim Sh. Durdylyev reported on the measures taken to beautify the Turkmen capital in the framework of the 2011-2030 National Social and Economic Development Programme of Turkmenistan adopted this May.

Chairman of the Turkmenawtoyollary State Concern A. Sarybaev reported on the progress in implementing the road building projects throughout the country through using advanced technologies and implementing goal-oriented investments. Touching upon the issues regarding the development of road infrastructure, the head of the motor transport concern reported on the progress in drafting the project of construction of an autobahn and bridges including such a strategic facility as Atamurat-Kerkichi Bridge. A. Sarybaev stated that the design work had been completed, and the necessary facilities had been built on both banks of the Amu Darya River.

Minister of Building Materials Industry Ya. Hommadov reported on the work done in the past seven months to produce high-quality building materials for the rapidly developing construction sector. In particular, the Minister reported on the steady raise of the rate of production at the metallurgical plant that supplied products to domestic construction market and the preparations for construction of new enterprises of the construction sector, in particular a glass-manufacturing plant.

Reporting on the work done Minister of Construction J. Bayramov expressed gratitude to President Gurbanguly Berdimuhamedov for involving Turkmen entrepreneurs in construction of important social and industrial facilities throughout the country that promoted more active implementation of the enhanced potential, substantial experience and techniques of Turkmen private construction companies.

Minister of Energy and Industry Ya. Orazgulyev reported on the work done since the beginning of the current year, in particular the progress in construction of new energy facilities and reconstruction of existing ones.

Vice Premier D. Orazov reported to President Gurbanguly Berdimuhamedov on the ongoing work in the construction sector and the fulfillment of Turkmen leader’s instructions and assured that the instructions would be fulfilled.

Commenting on the reports, President Gurbanguly Berdimuhamedov underscored once again the significance of the priority tasks set to the ministries and departments of the construction, energy and industrial sectors and emphasized that they could be fulfilled through taking specific measures.

The Turkmen leader demanded that Vice Premier D. Orazov and Ashgabat Khyakim Sh. Durdylyev keep strict control of the construction of facilities that should put into operation according to schedule in Ashgabat by the date of the 20th anniversary of independence.

Emphasizing on the significance of the tasks set to the Ashgabat Khyakimlik, the national leader said that the capital of the country should become one of the most beautiful cities of the world with extended infrastructure creating the most favourable conditions for life of citizens of Ashgabat. In this regard the Ashgabat Khyakim was instructed to develop the concept of development of the main city of the country giving priority attention to construction of comfortable apartment houses, development of reliable electricity supply system, the sanitary state of the city and construction of highways and reconstruction of city roads that endured a greater load in recent years due to the increasing number of vehicles in the city.

Considering the issues regarding reconstruction of city streets in particular, the Turkmen leader focused on the need to renew old sections of supply systems laid along road arteries including drinking water supply and illumination systems.

The national leader instructed to build multi-storey car parks, sports and recreation facilities, design the project and launch construction of Parahat-7 residential district. President Gurbanguly Berdimuhamedov focused on the need to repair high-rise apartment buildings included in the housing stock of the Ashgabat Khyakimlik and accelerate construction of apartment houses for citizens whose houses would demolished due to dilapidation as well as construction of new important facilities in accordance with the urban area development plan

Also, the President instructed the relevant high-ranking officials to launch construction of the Olympic Village in Ashgabat as soon as possible and build new greenhouses for growing flowers and saplings during the winter time that would adorn avenues, public gardens and squares of the main city of the country.

The President instructed Chairman of the Turkmenawtoyollary State Concern A. Sarybaev to accelerate construction of roads throughout the country and improve their quality, in particular to lay granite road curbs on the central city streets.

The Turkmen leader emphasized that the Turkmenawtoyollary State Concern should effectively function as the centre for guiding and monitoring construction of roads and relevant infrastructure not only in Ashgabat but also in velayats. President Gurbanguly Berdimuhamedov noted that the Government would continue to create the conditions conducive to developing and extending the road network meeting international standards and stood ready to consider any relevant proposals noting that Turkmen including private enterprises as well as foreign road building companies should be involved in construction of roads and bridges.

Instructing to take necessary measures to receive loans from foreign banks for construction of new highways, the President focused on the need to purchase specialized equipment including asphalt plants and quarry equipment to ensure the high pace of construction work. The instructions to use specific chemical component when producing bitumen that would improve its quality were given.

The President said that particular attention should be given to the state of roads focusing on the need to limit traffic of heavy trucks on these roads and apply innovative technologies that would reduce quarry equipment and increase a service life of highways.

The Turkmen leader instructed to take necessary measures to establish a higher educational institution that would train highly qualified specialists for the road building sector.

The President demanded that Vice Premiers D. Orazov and T. Japarov, Minister of Economy and Development B. Hojamammedov, Minister of Construction J. Bayramov strengthen control of the implementation of the of the National Programme of President of Turkmenistan on the improvement of social and living conditions in villages, settlements, towns in etraps and etrap centres for the period till 2020 and ensure that construction of buildings and facilities in accordance with this programme would meet high quality standards and be completed according to schedule.

Minister of Construction J. Bayramov and the Ashgabat Khyakimlik were instructed to keep strict control of the implementation of the Resolution of the President of Turkmenistan on the 11th stage of construction of social and housing facilities.

Underscoring the importance of using the expertise and innovations of Turkmen specialists for implementing the large-scale urban development programme launched throughout the country, the President of Turkmenistan focused on the need for training highly qualified designers and architects as well as widely applying advanced technologies and innovations in urban design and landscape that should combine the best traditions and world urban planning trends and unique national colour.

The Turkmen leader instructed the relevant high-ranking officials to keep strict control of the progress of construction facilities in the Avaza national tourism zone.

Focusing on an increasing role of production of building materials from local raw materials to meet the needs of large-scale construction work launched throughout the country, the President instructed Vice Premier D. Orazov, who is in charge of the construction sector, and Minister of Building Materials Industry J. Hommadov to review thoroughly and submit the proposals on promotion of the domestic building materials industry to the Government for consideration.

In this regard the Turkmen leader specified the priority tasks including construction of a glass manufacturing plant, repair of the cement works throughout the country, reconstruction of the sintering plant in Yashlyk settlement and construction of a new sintering plant in Balkan Velayat.

The relevant high-ranking officials were instructed to reconstruct the plants producing large-panel structures that are widely used to construct apartment houses and other buildings and to take necessary measures to increase the capacity of the quarry plants located in the velayats of the country.

Minister of Energy and Industry J. Orazgulyev was instructed to reconstruct and bring the wood-pulp and paper mill in Yashlyk settlement to the production capacity.

Touching upon the issues related to further development of the energy sector, President Gurbanguly Berdimuhamedov specified the priority tasks. These included construction of a gas turbine power plant with the capacity of 254 megawatts in Zerger settlement in Lebap Velayat, power transmission lines including the Ashgabat-Turkmenbashi-Balkanabat section, construction and reconstruction of existing small transformer substations.

The measures aimed at increasing electric power exports included reconstruction of power generating units at the Mary State power station, construction of a 500kV power transmission line from the Mary electric power plant to the Turkmen-Afghan border, a 400kV Mary-Serakhs power transmission line to the Turkmen-Iranian border and power transmission lines from the Balkanabat State power station. Also, the Turkmen leader instructed to take necessary measures to ensure electric power supplies to the Republic of Kazakhstan and to study the feasibility of electric power exports to Pakistan via Afghanistan.

Addressing the Minister of Energy and Industry, the Turkmen leader emphasized that future large-scale projects should be implemented through attracting foreign investments.

Underscoring the importance of the tasks set to the construction, energy and industrial sectors, the Turkmen leader emphasized once again that the designated plans of action should be fulfilled in a timely and proper manner that the success of large-scale reforms and changes launched to ensure the wellbeing of the country and the welfare of the Turkmen people depended on to a larger extent.

In conclusion President Gurbanguly Berdimuhamedov wished every success in their work to those present and expressed belief that they would cope with all tasks.
