OREANDA-NEWS. August 12, 2010. Training was organized at Abakan CHP aimed at reviewing preparedness of the personnel and security service for action in case of explosive assembly detection or unauthorized intrusion into the plant territory.

According to the exercises concept, a “terrorists”, having surmounted the enclosure, penetrated to the enterprise territory immediately after the first shift commencement. A suspicious-looking stranger was noticed at the Abakan CHP cooling towers at 8.15 a.m. It took him ten minutes to change and penetrate into the turbine department to leave an “explosive assembly” at the main control board.

Response was no less expedient: at 8.30 a.m. the package was noticed by Dmitry Bobrov, a turbine department operator. The suspicious finding was immediately communicated to the shift manager who duly notified the concerned services under the Directorate of Internal Affairs and the Federal Security Service. A group of Internal Affairs officers was on site in 9 minutes. The supposed explosive assembly location had already been duly enclosed and closed off by the enterprise security guards. Some time later a “terrorist” was detained at the entrance checkpoint who tried to penetrate into the plant territory under a fake ID card.

Following the results of the exercises progress analysis the personnel’s preparedness and skilfulness in anti-terrorist counteraction were evaluated as satisfactory while the individual detected deficiencies were taken heed of by the Abakan CHP employees in charge of security issues.
