OREANDA-NEWS. August 13, 2010. The construction cost conforms to all the normative documents by all the investment projects of “Arkhenergo” for 2011-2015 and can be applied in the establishment course of the grid company’s long-term investment program.

The representatives of the Ministry of the Fuel and Energy complex and housing and public services of Arkhangelsk region and the agency on tariffs and prices have made such a conclusion. They have fixed their position in the Act signed by three parties.

The working group in the composition of chief of the regulation and control in electric power industry department of the agency on tariffs and prices V. Strelkin, chief of fuel and power industry  of the Ministry of the Fuel and Energy complex and housing and public services of Arkhangelsk region D. Fokin and  department head of investments and capital construction of “Arkhenergo” branch of IDGC of North-West, JSC V. Lomzikov has made the analysis of construction cost by all the facilities included in the investment projects’ list of “Arkhenergo” for 2011-2015. All the calculations were represented by the power company’s representatives in the Agency on tariffs and prices of Arkhangelsk region in July of the current year.

While making the analysis the Commission’s members were guided by such normative documents which regulate the cost calculation of the construction, reconstruction of the substation and power transmission lines.

As a result of the analysis made the working group made a conclusion that the construction cost by all the facilities included in the investment projects’ list of “Arkhenergo” branch of IDGC of North-West, JSC for 2011-2015 corresponds to the effective normative documents and can be applied in total in the establishment course of the grid company’s long-term investment program.

The long-term investment program of “Arkhenergo” branch of IDGC of North-West is formed till 2015 and represented in the regional agency on tariffs and prices subject to the transfer to the new regulation method RAB, which makes it possible to attract the long-term capital in the grid infrastructure and will provide a possibility of the investment arrangements implementation, thereby the investments volumes will grow by 2-3 times.

The total expenses amount for the investment activity for the period of 2011–2015 is planned in the volume of RUR 4 mln 307 ths.

The Committee’s findings are registered in the Act which had been signed by all the working group’s members.
