OREANDA-NEWS. August 17, 2010. OJSC TANECO had a regular Headquarter Meeting devoted to construction of Oil Refining and Petrochemical Complex with participation of RT President.

There was a start-up of key facilities of 1A1 Step with participation of Mr. Minnikhanov. Firstly, the President visited Nitrogen and Compressed Air Facility which will be operated to supply the process gases to the complex.

It should be noted that maximum number of Russian equipment was used to build and equip the facility. JSC Gyprokislorod (Moscow) is the designer of the facility, JSC Kriogenmash (Moscow region, Balashikha) is the Licensor and Supplier of the packaged unit. Construction and erection works were performed by PSO Kazan.

Pressing not symbolical, but the real button RT President has started operation of compressor station and beginning of process air supply to the Complex. Modern technologies and design solutions applied made the project unique. Dry air is supplied to consumers by three compressors AEROKOM 43-125/10,2 (the manufacturer – JSC Kazankompressormash).

Atmospheric air from the local air intake being mechanically treated in the filter is delivered to the suction side of the compressors. Air compressed up to 9,2 kgs/sm2 is directed to two dehumidifiers and only then to the Complex consumers. The facility is equipped with equipment made not only by the Russian Manufacturers but also Leading Foreign Companies such as SIEMENS, SULZER, FIVES CRYO.

The second system of Water Unit # 1 has also been started up to cool and clean the circulating water which then is directed to the process units of the 1st Start-up Complex. OOO NPF EITEK performs the required works on the facility. RT President pressed the appropriate button on the control panel to start up the second cooling system.

The total production capability of the water unit is 22 400 cubic meters per one hour. The entire facility includes three cooling systems. The first one is intended for so called “dirty processes”. Water containing oil products will be treated, cooled and only then supplied to its consumers. To avoid corrosion problems and equipment fouling there is a reagent treatment of water done on the basis of new methods of General Electric Water. The method makes possible efficiently reduce equipment deterioration and shift to 2 or even 3 years repair cycles. Cooling towers of SPIG (Italian Company) are used to cool water.

To supply water to the process units of the 2nd system 1000, 1200 and 1400” mm pipelines were laid and pump station with production capacity 10000 cubic meters per one hour was built. Considering that vertical and semi submerged pumps of Flygt (Sweden Manufacturer) will be operated the station occupies only 72 m2.

Advanced Technologies are also used for two other cooling and treating systems. Reagent-treatment of water allows to minimize corrosive wear of equipment up to 2 mm for 20 years and efficiently reduce sedimentation in heat exchangers.

Next facility visited by Mr.Minnikhanov was the Central Control Room of Refinery. The facility includes the following systems: process control, emergency protection, dispatcher control, on-line blending, oil and oil products tracking, tank farms control, operational planning and scheduling, Instrumentation control, CCTV, commercial metering, Laboratory Information Management System (LIMS), Simulators for Engineers and Operators, etc.

Implementation of the Central Control Room will ensure high-level coordination of Operators actions, efficient control of production, high volume production capability, long equipment lifetime, reduction of production injuries and bad impact of the production on the environment, low power consumption during the whole period of equipment operation.

Control stations for CDU-VDU, Naphtha Stabilizer, Visbreaker, Sulphur Recovery unit of 1A1 Step, Hydrogen unit, Hydrocracker, Kero Hydrocracker and several other facilities are located in the central Control Room of the Refining Plant. Yokogawa Electric CIS was selected as the Main Contractor for Complex Automation (MAC).

The significant event in R. Minnikhanov visit was the supply of power to TANECO Waste water treatment facilities. Major efforts made by Project owner and its Contractors ОАО Kamgesenergostroy, ОАО tatelectromontazh, ООО Gydroelectromontazh, ZАО Electrical Shield, ООО INVENT preceded this event.

We would remind you that the first start up power was supplied on May 29, 2010. As per the first start up scheme the power was supplied from MSS-1 to distributing transformer substations of CDU/VDU, nitrogen-oxygen station, water supply unit №1 and for some detached distributing stations.

On July 24, 2010 Main Stepdown Substation -4 was supplied with 110kV power as per second start up scheme. On August 5, 2010 R. Minnikhanov pressed the button of MV 6kV MSS-4 switch gear and 6 kV power was supplied to five transformer substations of Waste Water treatment Facilities.

Then R. Minnikhanov visited a maintenance and repair shop. This structural division is intended for current and planned repair of the Complex process equipment. The shop includes the following areas: mechanical, welding, dynamic equipment repair, static equipment repair and storage area. The shop is equipped with the advanced machinery and test equipment of domestic and foreign companies. Screw-cutting lathes, milling machines, bandsaw machines, and polishers were purchased to perform the incoming test of the bearings and dynamic rotor balancing.

Administrative building was built for over 90 shop workers, where all conditions for comfortable work and rest are created. At present the personnel of repair and maintenance shop is involved into Stage 1A1 and off-site commissioning activities.

RT President also examined a building of the fire depot. Fire Department №92, established to protect Complex facilities is included into Nizhnekamsk garrison. Total staff - 71 individuals and seven fire engines are available including - 2 tankers, 2 – hoists, 2 –fire-fighting trucks, pumping the fire-fighting fluid to the distance above three kilometers with the operating pressure of 110 liters per second. All heavy trucks are manufactured on the car frame of KAMAZ. These machines proved to be reliable for the industrial zone.

The depot building is explosion –proof. OAO Tatstroy is its general construction Contractor, ZAO Volgopromproduct (N. Chelny) was implementing the installation works .

Then RT President took part in Complex HQ Meeting. TANECO General Director Kh. Bagmanov reported on ensuring the construction completion and approbation of start up facilities .

In concluding remarks R.Minnikhanov underlined the necessity to mobilize manpower resources to complete construction and erection works at the Stage 1А1. "We can’t leave great volumes of civil and erection works for September and October, - he noted , - on the contrary, these months are for time reserve.

As the second key problem the President noted ТАНЕCО staffing. The same problem was discussed at the meeting with the managers of oil and gas Complex.. The importance of assistance to mobilize the qualified personnel for TANECO was designated.

The appreciation to the Project was given by the RF Deputy Minister of Regional Development Anatoly Popov. He emphasized the uniqueness, the large scale of construction and the value of future production capacity for the Russian Federation.

During the visit to TANECO R. Minnikhanov was accompanied by Deputy Prime-Minister, RT Minister of Energy РТ I. Fardiyev, RT Minister of Construction , Architecture and Housing M. Khusnullin, head of Nizhnekamsk Municipal District A. Metshin, Tatneft Deputy General Director N. Maganov and some other responsible executives.
