OREANDA-NEWS. September 16, 2010. Deputy Head of the Federal Antimonopoly Service (FAS Russia), Stats-Secretary Andrey Tsarikovskiy had a working meeting with the Governor of the Sakhalin region Alexander Khoroshavin, reported the press-centre of FAS Russia.

At the meeting the parties discussed pressing issues related to the situation on the markets of food products and petrochemicals in the Sakhalin region.

“At the moment the situation on the food products market in Sakhalin is one of the most favorable in the Russian Far East and in Russia in general”, said Mr. Tsarikovskiy.

According to the Sakhalin Office of FAS Russia that weekly monitors prices for socially-important food products, prices in the region remain stable. In August consumer prices in Sakhalin increased by only 0.1%, and for food products – by 0.3%. No antimonopoly violations were discovered.

Deputy Head of FAS Russia, Stats-Secretary Andrey Tsarikovskiy also discussed with the Sakhalin Governor the situation with petrochemicals. “Prices in the regions are sufficiently stable”, pointed out Mr. Tsarikovskiy. At the end of August the average price for petrol (grade 95) in Yuzhno-Sakhalinsk was 29 Rubles.

Currently, the Sakhalin OFAS Russia is inspecting whether increase of small-scale wholesale prices by 1-4% for petrochemicals in June-August 2010 was justified.

In conclusion Andrey Tsarikovskiy and Alexander Khoroshavin set out plans for further cooperation between FAS Russia and the Government of the Sakhalin region.

The meeting of Andrey Tsarikovskiy with the prosecutor General of the Sakhalin region Sergey Beschastnykh focused on enforcement of the law on state procurement. “FAS Russia and the Prosecution bodies are allies when it comes to enforcement of the law on state procurement”, said Mr. Tsarikovskiy. The parties spoke out in favour of developing unified law enforcement practice in the field of state procurement.

At his meeting with the Chair of the Sakhalin Regional Arbitration Court, Mrs Irina Karpenyuk, Stats-Secretary Andrey Tsarikovskiy also talked about unified approaches to enforcement of the antimonopoly law. Deputy Head of FAS Russia reminded that on 15-16th September Yuzhno-Sakhlainsk would host a workshop on state procurement and antimonopoly policy to be attended by experts of antimonopoly bodies as well as representatives of other authorities and judiciary. “Such workshops are useful because they help developing unified standards and approaches to complex issues of law enforcement”, thinks Andrey Tsarikovskiy.
