OREANDA-NEWS. September 23, 2010. Ulyanovsk City Authority notified the Ulyanovsk Office of the Federal Antimonopoly Service (OFAS Russia) that it had taken into account critical notes made by the OFAS regarding intentions of the City Authority to purchase Czech-made tramcars (100 trams for RUB 720 million), reported the press-centre of FAS Russia.

Earlier mass media reported that Ulyanovsk City Authority intended to buy second-hand Czech-made tramcars for “Ulyanovskelectrotrans” MUniciapl Unitary Enterprise in 2011-2015. The City Authority signed a relevant Protocol with the Czech supplier.

“In the opinion of Ulyanovsk OFAS Russia implementing such intentions can possibly violate Part 1 Article 15 and Part 1 Article 16 of the Federal Law “On Protection of Competition” (unjustified preferences and concerted actions between Ulyanovsk City Authority and an economic entity). OFAS warned Ulyanovsk City Authority that is must not implement the Protocol of Intent”, said Deputy Head of - Ulyanovsk OFAS Russia Pavel Yudin.

Responding to the antimonopoly body, Ulyanovsk City Authority reported that purchasing trams it would into due consideration the norms of the Federal Law “On Protection of Competition” and the Federal Law “On State Procurement”.
