OREANDA-NEWS. October 19, 2010. To execute Clauses 3 and 5 of 2010-2011 Schedule of the Structural Reform of Railway Transport, approved by Deputy Prime-Minister of the Russian Federation Sergey Ivanov on 28th May 2010, the Federal Antimonopoly Service (FAS Russia) held a meeting of the working group of the FAS Russia’s Expert Council on Railway Transport. The meeting involved freight owners, reported the press-centre of FAS Russia.

The meeting agenda included the following items:

1. Conduct conditions for “Russian Railways” OJSC, “Freight One” OJSC (“PGK” OJSC) and “Freight Two” OJSC (“VGK” OJSC) in relation to development of “VGK” OJSC (Clause 5 of the Schedule of the Structural Reform of Railway Transport), in view of Clause 3 the Schedule of the Structural Reform of Railway Transport (periods and methods of selling the controlling interest of “Freight One” OJSC (“PGK” OJSC).

2. Proposals about development of market infrastructure for railway transportation to support effective cooperation between railway transport organizations (carriers, owners of infrastructure and (or) infrastructure facilities, rolling stock operators and container operators, forwarding agents, organizations rendering services in the field of railway transport) and target consumers of the services provided by freight owners (consignees and consignors).

The working group of the FAS Russia’s Expert Council on Railway Transport supported the initiative to form a market coordinator for the market of railway transport services. Participants were asked to forward their proposals and comments for consideration of the Expert Council on Railway Transport.

The Working Group suggested that the Expert Council on Railway Transport should also discus the issue on drafting and submitting to the Government of the Russian Federation proposals on legislative formalization of proposals about commercial infrastructure of the market of railway transport services by introducing additions to the Federal Law “On Railway transport in the Russian Federation”.
